About This Position

Under the direction of the Infrastructure Services Manager, the incumbent in this classification designs, implements, maintains, and trains others on the daily support of the Court’s secure voice, data, and network security infrastructure, as well as the courts server, storage, and virtual infrastructure. This includes but is not limited to the design, installation, implementation, and documentation of Local Area Network (LAN), Wide Area Network (WAN), servers (physical and virtual), Storage Area Networks (SAN), network appliances and devices, Virtual Private Networks (VPN), firewalls, wireless infrastructure, Cisco Voice over Internet Protocol (VoIP) telecommunications system, Active Directory (AD), Office 365 (O365), Microsoft Hyper-V and Court applications. The Network and Systems Administrator provides administration of, installing, configuring, testing, maintaining, and troubleshooting the network and Court systems and as well as provides second-level help desk support.
Duties may include but are not limited to the following:
  • Serves as the administrator for the voice, data, network, and software applications.
  • Installs, customizes, configures, tests, optimizes, and maintains a wide range of networks, routers, servers, appliances (load balancers, backups, etc.), SANs and related networking equipment.
  • Installs, configures and maintains IPS/IDS, Firewall, Anti-Virus, Anti-Spam, AntiMalware, etc. for maximum internal network protection.
  • Maintaining Court Operations such as O365, case management systems, jury system, web servers (vender and internal), third parties integrations, and other miscellaneous software.
  • Monitors, troubleshoots, and maintains performance of servers, routers, switches, appliances, and network devices.
  • Manages activities related to keeping the infrastructure performing optimally including backing up the system, performance tuning, installing operating system upgrades and patches, implementing security and virus protection, and providing after-hour monitoring and support.
  • Optimizing and maintaining network security protocols, such as Secure Socket Layer (SSL), Secure File Transfer Protocol (SFTP), and VPNs to guarantee Court resources are protected.
  • Participates in the evaluation and recommendation of appliances, hardware, software, or upgrading existing systems to guarantee interoperability, reliability, availability, and supportability of internal systems.
  • Implements solutions to correct problems with network and software applications to maintain the systems and to ensure they are accessible and functioning properly.
  • Monitors network security and works with senior staff to resolve security issues.
  • Retrieves and recovers user data files, folders, and directories
  • Participates in the development and implementation of network standards and procedures.
  • Train technical staff to perform administration, maintenance, and support of new network applications, and provides second-level support.
  • Prepares technical documentation that include but not limited to, standard operating procedures, detailed project plans, network diagrams, circuit schematics, and user training materials.
  • Exercise tact and diplomacy in dealing with highly sensitive, complex and confidential issues, complaints and situations with broad effects on our Court policies and issues.
  • Establish and maintain effective working relationships with judicial officers, court employees, governmental agencies, members of the public and others encountered in the course of work.
  • Performs other job-related duties as required.

Any combination of education and experience that provides the candidate with the requisite knowledge, skills, and abilities to perform the duties of the position. The required knowledge and experience can typically be obtained with the following:

Possession of a high school diploma, a GED equivalency certificate or a high school proficiency certificate, or possession of a bachelor’s degree in computer science, information systems or a closely related field from an accredited college or university, with at least four years of progressively responsible full-time experience in the development and administration of systems and network infrastructures in an information systems environment similar in size and complexity to that of the Court.

Possession of a valid driver’s license issued by the State of California.

Substitution:
Relevant full-time work experience may be substituted for the Bachelor’s Degree on a year-for-year basis.

Desired Qualifications:
License or Certifications: Cisco CCNP, Microsoft Hyper-V, Microsoft 365 Certified: Administrator Expert, Microsoft Certified: Azure Solutions Architect Expert, Cybersecurity Architect Expert, DevOps Engineer Expert., ISC2 CISSP certifications are preferred, but not required.

Knowledge of:
  • Cisco network architectures and theory and principles of network design and integration, including topologies and protocols.
  • Microsoft Server and Infrastructure design, implementation, and maintenance.
  • Virtual infrastructure architecture, design principles, and support and maintenance.
  • Industry best practices and methods of systems/network administration and maintenance.
  • Principles, methods and techniques for installation, configuration and operation of infrastructure systems, hardware, and devices.
  • Methods and techniques for performing connectivity, performance, and troubleshooting, including the uses of diagnostic tools and equipment.
  • Systems analysis and design principles and development methodologies and tools.
  • Procedures and techniques for analyzing and improving work processes to enhance efficiency and productivity.
  • Principles and practices of customer service and telephone etiquette.
  • Principles and practices of sound business communication.
  • Basic practices and procedures of budgeting and purchasing.
  • Correct English usage, including, spelling, grammar, and punctuation.
Ability to:
  • Perform complex network administration functions in a multi-platform, multi-segment network environment accurately and efficiently.
  • Troubleshoot and resolve complex hardware, software, and connectivity problems.
  • Establish priorities and balance responsibilities for multiple activities to ensure timely, high-quality results.
  • Monitor and configure systems and network security using advanced security software and protocols.
  • Communicate clearly and effectively, both orally and in writing.
  • Prepare clear, concise, and accurate reports, documentation and other written materials.
  • Exercise sound independent judgment within general policy guidelines.
  • Work collaboratively as a team member or leader of a very small team to ensure project accountability.
  • Keep technical skills current to meet continuing network administration responsibilities.
  • Use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations.
  • Coordinate work with other units and sections to accomplish Court and department requirements.
  • Communicate clearly and effectively in English, use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations and upset individuals.
  • Understand and respect limits of authority.
  • Maintain confidentiality of Court documents and records.
  • Establish and maintain effective working relationships with judicial officers, Court and County employees, members of the public and others encountered in the course of work.
Work Environment
  • Shared office environment with varying degrees of hot and cold air.
  • Requires exposure to dust, printer, or fax machine toner.
  • Requires ability to travel or be transported to other court locations.
  • Must be able to traverse indoors and outdoors, over uneven ground and pavement in all types of weather.
  • Constant interruptions, with high volume of telephone and personal interaction.

INTERVIEW PROCESS: The oral exam and selection interviews may be consolidated into one process. Following the evaluation of applications, qualified candidates will be invited to a combined oral and selection interview with the hiring deputy executive officers. Date: TBD.
