This role sits at the heart of shaping critical digital public services that impact millions of people across the country. You will lead high-impact user research across complex, data-sensitive government systems within the health and civilian domain. Working in a highly mission-driven and collaborative environment, you will help ensure services are usable, accessible, and aligned with real human needs. Your work will directly inform policy, product, and service design decisions at scale. You will operate across multiple workstreams, setting research direction and elevating research maturity across teams. - Lead and define end-to-end user research strategy across multiple workstreams, ensuring alignment with program goals, policy intent, and product direction.
- Plan and execute mixed-method research (qualitative and quantitative), including interviews, usability testing, and contextual inquiry with diverse user groups and stakeholders.
- Recruit and engage participants in environments involving sensitive, regulated, or privacy-constrained data contexts.
- Translate research insights into actionable findings, hypotheses, and design recommendations that directly inform service improvements.
- Communicate research outcomes clearly through presentations, documentation, and storytelling tailored to technical, product, and policy audiences.
- Collaborate closely with product, design, engineering, and client stakeholders to influence decision-making and shape service direction.
- Mentor and guide other researchers, helping raise the overall research quality and maturity across teams.
- 8+ years of experience in user research, UX research, or service design roles, including leadership or staff-level responsibility.
- Proven ability to define research strategy across complex, multi-workstream digital products or services.
- Strong command of qualitative and quantitative research methods across the product lifecycle.
- Experience working with sensitive, regulated, or high-trust data environments is highly preferred.
- Ability to synthesize research into clear, actionable insights that influence product, policy, and design decisions.
- Experience working in cross-functional, agile, or client-facing environments with strong stakeholder management skills.
- Strong communication, facilitation, and storytelling skills with the ability to influence senior stakeholders.
- Passion for public interest work and improving digital government services.
- Experience mentoring researchers and contributing to research practice development at scale.
