Reach Out and Read National Policy Manager

This role offers the opportunity to shape and advance national and state-level public policy strategies that improve early childhood health and literacy outcomes across the country. You will play a central role in strengthening advocacy capacity within a nationwide affiliate network while supporting federal, state, and local policy initiatives. The position blends strategic policy development with hands-on advocacy execution, including legislative engagement, coalition work, and stakeholder mobilization. You will develop tools, trainings, and resources that empower partners to influence health policy effectively, particularly around Medicaid and CHIP. Operating within a mission-driven and collaborative environment, this role has a direct impact on public health systems and early childhood development outcomes. It is well suited for a policy professional who thrives at the intersection of healthcare policy, advocacy training, and cross-sector collaboration.

Accountabilities:
  • Support statewide affiliates in advancing legislative and policy priorities, strengthening relationships with policymakers, public health agencies, and education stakeholders.
  • Develop and deliver advocacy tools, including toolkits, templates, trainings, webinars, and technical assistance resources to build affiliate capacity.
  • Lead and support federal and state advocacy efforts, including congressional engagement, policy briefings, appropriations work, and coalition participation.
  • Conduct policy research and produce materials such as fact sheets, testimony, action alerts, and legislative tracking summaries.
  • Identify and support funding opportunities related to Medicaid, CHIP, managed care, and other public financing mechanisms.
  • Utilize advocacy platforms to track legislation, monitor policy trends, and activate stakeholder engagement campaigns.
  • Support internal policy operations including meetings, working groups, reporting, and cross-functional coordination across teams.
Requirements:
  • 5–6+ years of experience in public policy, government affairs, nonprofit advocacy, or legislative work.
  • Demonstrated expertise in healthcare policy, particularly Medicaid, CHIP, and public health financing systems.
  • Experience designing and delivering advocacy trainings, policy toolkits, and stakeholder engagement strategies.
  • Strong ability to conduct policy analysis, legislative tracking, and develop written advocacy materials for diverse audiences.
  • Knowledge of federal lobbying rules and experience engaging with policymakers and coalitions.
  • Excellent communication, organizational, and project management skills with the ability to manage multiple priorities.
  • Proficiency with remote collaboration tools such as Zoom, Slack, Microsoft Office, and advocacy or legislative tracking platforms.
  • Strong interpersonal skills, emotional intelligence, and ability to work effectively across diverse stakeholder groups.
