We are seeking a highly motivated Marketing Manager to join our growing A/E team and help shape winning pursuits for federal and public-sector clients. As one of the leading Service-Disabled Veteran-Owned Small Business (SDVOSB) firms supporting VA healthcare work across the United States, Spees Design Build offers the opportunity to contribute to meaningful pursuits and projects that directly support Veterans and improve critical healthcare environments. Reporting to the Marketing Director, this role is ideal for a proposal professional who enjoys bringing together strategy, writing, design, organization, and teamwork to create compelling and compliant submissions.
In this role, you will take ownership of proposals, bringing together strategy, technical writing, editing, design, and coordination to produce polished, compliant, and compelling pursuits. You will collaborate with technical professionals, subject matter experts, and teaming partners, while also helping improve proposal processes, introduce new efficiencies, and strengthen the marketing team’s capabilities. This position offers the opportunity to directly support federal pursuits for clients including the Department of Veterans Affairs, Department of Defense, and other public-sector agencies while helping strengthen the firm’s proposal processes and competitive positioning.
Preferred Qualifications:
- Minimum of five (5) years of relevant experience in proposal development, proposal management, technical writing, A/E marketing, or a similar role.
- Experience reviewing and interpreting RFPs, RFQs, Sources Sought notices, and other solicitation documents; federal proposal and SF-330 experience highly preferred.
- Proficiency in Adobe Creative Suite, with advanced proficiency in Adobe InDesign required, along with intermediate or greater proficiency in Microsoft Excel and PowerPoint.
- Excellent writing and substantive editing capabilities, including experience developing and refining technical proposal content such as project descriptions, past performance narratives, resumes, tables, charts, compliance matrices, and graphics.
- Demonstrated ability to lead interviews and content-development discussions with subject matter experts and translate technical information into clear, compelling proposal content.
- Working knowledge of AI tools, particularly ChatGPT and Microsoft Copilot, with an interest in learning additional tools and sharing effective applications with the team.
- Highly organized and capable of independently managing time, priorities, and competing deadlines while remaining accountable for quality and timely completion of assigned work.
- Collaborative and team-oriented, with the ability to work effectively across marketing, business development, technical teams, and external teaming partners while also taking ownership of individual responsibilities.
- Professional and adaptable communicator who builds productive working relationships, responds positively to changing priorities, and consistently produces quality work in deadline-driven environments.
Job Duties and Responsibilities:
- Manage proposal development from solicitation review through final submission under the direction of the Marketing Director, ensuring deadlines, compliance requirements, and quality expectations are met.
- Review and interpret RFPs, RFQs, Sources Sought notices, solicitation amendments, and other procurement documents; track changes and incorporate revised requirements into active proposals.
- Develop proposal schedules, outlines, compliance matrices, assignments, and other coordination tools necessary to organize and manage each pursuit.
- Prepare and coordinate SF-330s and other federal, state, local, and public-sector proposal and qualification submissions.
- Write, edit, and develop proposal content including technical narratives, project descriptions, past performance, resumes, executive summaries, tables, charts, matrices, and graphics.
- Lead proposal interviews and working sessions with subject matter experts to gather information and develop clear, accurate, and compelling content.
- Coordinate with internal contributors, consultants, and teaming partners, including outreach to request, track, and review required data call items, resumes, project information, forms, and other proposal inputs.
- Perform substantive proposal reviews for clarity, consistency, responsiveness, visual presentation, and compliance—not limited to spelling and grammatical corrections.
- Maintain and improve proposal resources, templates, staff resumes, project information, past performance content, and tracking tools while researching procurement platforms for opportunities aligned with the firm’s capabilities.
- Complete quarterly marketing improvement projects outside of active proposal work focused on professional development, process improvement, team training, workflow efficiency, content management, AI/tool utilization, and improved tracking and reporting across the marketing team.

Salary Range
- $65,000 - $80,000 annually, depending on experience and qualifications (DOE).
