Project Portfolio Manager – IT Services Program
Location: Anchorage, Alaska (Hybrid)
Employment Type: Full-Time
Reports To: Service Delivery Manager
Position Summary
CTG is seeking an experienced Project Portfolio Manager to lead the planning, governance, resource forecasting, and execution oversight of projects supporting CTG’s IT Outsourcing Program in Energy. This position serves as the primary interface between the client business and IT stakeholders, CTG leadership, and project delivery teams to ensure successful execution of a portfolio of strategic, operational, infrastructure, cybersecurity, application, and digital transformation initiatives.
The Project Portfolio Manager will be responsible for managing project demand, forecasting resource requirements, establishing project priorities, and ensuring alignment with governance processes. This role will work closely with client leadership and CTG service delivery teams to balance project capacity, business objectives, and operational priorities. The role described below is based on the outsourcing operating model and portfolio management responsibilities defined for the engagement.
Key Responsibilities
Portfolio Planning & Governance
- Manage the portfolio of discretionary, operational, infrastructure, security, and business projects.
- Partner with client stakeholders to understand annual and multi-year project demand.
- Develop and maintain portfolio roadmaps and project prioritization frameworks.
- Facilitate project intake, assessment, and approval processes.
- Ensure compliance with project management methodologies and governance requirements, including project controls.
Resource & Capacity Management
- Develop resource demand forecasts based on the project pipeline and strategic initiatives.
- Work closely with delivery leaders to identify staffing requirements and skill gaps.
- Coordinate assignment of project managers, analysts, architects, and technical resources.
- Monitor resource utilization and recommend capacity adjustments to meet changing business priorities.
Project Oversight
- Oversee multiple concurrent projects and programs across the IT portfolio.
- Review project schedules, budgets, risks, dependencies, and milestones.
- Ensure project managers adhere to established governance practices and reporting standards.
- Escalate risks and issues that may impact business outcomes, budgets, or timelines.
Stakeholder Management
- Serve as a trusted advisor to business and IT leadership.
- Facilitate portfolio review meetings and executive status updates.
- Build strong working relationships across client, CTG, vendors, and third-party stakeholders.
- Translate business priorities into actionable project plans and resource strategies.
PMO Leadership & Continuous Improvement
- Provide coaching, mentoring, and guidance to Project Managers and Project Coordinators supporting client projects.
- Establish best practices for portfolio reporting, project controls, and governance.
- Drive continuous improvement initiatives that increase delivery effectiveness, transparency, and customer satisfaction.
- Support strategic planning activities and organizational transformation initiatives.
Required Qualifications
- Bachelor’s degree in Business, Information Technology, Engineering, Project Management, or a related field.
- 8+ years of project, program, or portfolio management experience.
- 5+ years managing complex IT portfolios and multiple concurrent projects.
- Demonstrated experience in resource forecasting and capacity planning.
- Strong stakeholder engagement and executive communication skills.
- Experience leading project governance and PMO functions.
- Proven ability to balance competing priorities in a fast-paced environment.
- Proficiency with Microsoft Project, Project Online, ServiceNow, Power BI, Microsoft 365, and portfolio management tools.
Preferred Qualifications
- Project Management Professional (PMP) certification.
- Experience supporting energy, oil and gas, utilities, critical infrastructure, or regulated industries.
- Familiarity with ITIL and IT Service Management practices.
- Experience working within outsourced managed services environments.
