Job Description
The Chief Operating Officer serves as the deputy to the President/Chief Executive Officer and is responsible for managing TAPE program execution and overseeing employees supporting TAPE’s various programs/contracts. This position is also responsible for leading, developing, mentoring, and managing Program Managers; consistently inspiring them to deliver excellent work products and customer service on time and within budget, while exceeding client expectations.
Key Responsibilities
- Supports the President/CEO in the daily operation of programs and quality management in the execution of TAPE’s ISO Standard Quality Processes (9001, 27001, and 20000-1). The scope of this role will include all activities related to contract operations and business development for government services.
- Build strong customer relationships to cultivate new opportunities for internal growth within TAPE's programs and elsewhere within Federal Government agencies.
- Build trust with government customers, prime and sub teaming partners, and TAPE employees and TAPE vendors.
- Develop effective processes and procedures for project managers to execute all aspects of their duties.
- Collaborate with the CEO/President to create and document executive ISO processes.
- Collaborate with the Chief Administrative Officer (CAO), Beverly Long, to facilitate audits and documentation of ISO Standards throughout operations and business development hierarchy.
- Collaborate with CAO to streamline the application of all vendor services to optimize outcomes in operations and business development
- Oversee all business development activities and personnel to optimize driving revenue and managing costs.
Key Activities
- Presents regular reports on the status of the company’s operations to the CEO.
- Oversee the development and transition of new programs from the capture team through to program execution. This includes engagement with customers and partners as well as staffing.
- Collaborates with CAO to refine the processes involved in onboarding and managing new and current business partners, contracts, employees, and vendors, including hours and invoices.
- Works closely with Finance and Accounting to ensure that forecasts for bookings, revenue, cost, and profit are accurate.
- Serves as an adviser to the CEO regarding planning, programming, and budgeting.
- Works in partnership with Contracts and Program Managers to ensure TAPE meets the requirements of the contract.
- Must be available to travel to conferences and business development events as required.
Essential Skills
- Ability to manage successfully multiple contracts and staff to meet business objectives.
- You must be flexible in your operational approach and able to handle new challenges in a growing company.
- Ability to communicate successfully and diplomatically with all levels of staff and various clients and vendors inside and outside the company.
- Strong analytical skills with the ability to dive deep into subject matter and present a summary to senior staff and customers.
- Demonstrated experience in ethical leadership.
Required Qualifications
- A bachelor’s Degree from an accredited university is required.
Preferred Qualifications
- Ten or more years of program management experience in government contracting.
- Proven experience assuring quality of program products, services, and deliverables, including participating in reviews and audits, as well as CPARS and customer satisfaction surveys.
- Experience managing budgets, meeting contractual and project deadlines, and overseeing multiple program management teams.
- Excellent knowledge of and familiarity with DoD Request for Proposal (RFP) structure and content, acquisition strategies, contract types, and bid and proposal processes.
- Military leadership experience is a plus.
