This is a strategic government affairs role focused on shaping policy across the U.S. and key international markets.
You will monitor legislative and regulatory developments affecting payments, prepaid products, and gift cards.
The role combines policy analysis, advocacy, stakeholder engagement, and executive-level advisory work.
You will help anticipate emerging risks and opportunities and translate complex regulatory developments into actionable strategies.
The position works closely with business leaders, legal teams, policymakers, regulators, industry associations, and external advisors.
It offers broad exposure to federal, state, and international policy environments with meaningful organizational impact.
The role is ideal for an experienced government relations professional with strong industry knowledge and executive communication skills.
- Coordinate government affairs strategy and advocacy efforts across U.S. federal, state, and local jurisdictions, as well as priority international markets.
- Monitor and analyze proposed legislation and regulatory activity affecting payments, prepaid, stored-value, and gift card products, assessing potential business impact and determining appropriate advocacy responses.
- Coordinate legislative and regulatory responses through industry partners, lobbying activities, coalitions, and other strategic engagement channels.
- Support internal messaging and response management following newly enacted legislation or regulations, including communications and outreach with relevant partners.
- Collaborate with regional teams, internal stakeholders, and local counsel to maintain consistent government relations strategies and positioning across international markets.
- Build and maintain relationships with policymakers, legislators, regulators, trade associations, and industry coalitions relevant to the payments and financial services ecosystem.
- Select, retain, and oversee external consultants and lobbyists as needed, including coordination of required lobbying reports and related compliance activities.
- Prepare executive briefings covering legislative and regulatory developments, policy risks, business implications, and recommended positioning across relevant markets.
- Support strategic engagement with industry associations and multi-organization coalitions to ensure business interests are effectively represented.
- Apply AI tools and emerging technologies thoughtfully to improve research, policy workflows, processes, and measurable outcomes.
Requirements:
- 5–7 years of progressive experience in government relations, public policy, public affairs, or regulatory affairs, including meaningful experience within payments, financial services, fintech, or a closely related sector.
- Direct experience with U.S. federal legislative and/or regulatory processes and state-level legislative advocacy.
- Exposure to international government relations or regulatory affairs, with experience working across multiple countries or regions considered a strong advantage.
- Demonstrated ability to manage complex, multi-stakeholder policy issues across multiple subject areas and translate regulatory developments into practical advocacy strategies.
- Experience working with outside counsel and interpreting legal or regulatory analysis to support policy positioning and government affairs activities.
- Strong executive presence and communication skills, with the ability to brief senior leaders and represent an organization effectively with external stakeholders in the U.S. and internationally.
- Existing relationships with congressional offices, state legislators, FinCEN/Treasury staff, or international financial regulators relevant to payments or financial crimes policy are strongly preferred.
- Experience in government relations or public affairs at a card network, major issuer, prepaid/payments company, or comparable financial services organization is highly desirable.
- Familiarity with unclaimed property and escheatment requirements and their intersection with stored-value and prepaid products is a plus.
- Knowledge of international stored-value or e-money regulatory frameworks, including those in the EU, UK, or other relevant markets, is advantageous.
- Experience participating in or leading multi-organization industry coalitions, particularly across multiple countries, is strongly preferred.
- Demonstrated curiosity and adaptability with AI, including practical experience implementing AI tools to improve workflows, processes, or measurable business outcomes.
- Strong stakeholder management, analytical thinking, judgment, organization, and written and verbal communication skills are essential.
- Domestic and international travel may be required.
- Employment is contingent upon successful completion of a background check.
Benefits:
- U.S. salary range of $122,210–$165,000, excluding Alaska, California, North Dakota, and South Dakota.
- California salary range of $157,030–$212,000.
