The Position:

We are seeking a high-caliber Senior Acquisition Specialist / Management Analyst designated as Key Personnel to lead lifecycle acquisition and strategic transition planning for the H-53 variants program at NAS Patuxent River.
In this critical, high-visibility role, you will serve as a principal advisor and primary author for vital program milestones, managing cross-functional teams to field the next generation of heavy-lift aircraft. You will ensure absolute compliance with Department of Defense (DoD) regulations while directly influencing the long-term fleet readiness of naval aviation assets.
Responsibilities:
- Oversee, draft, and finalize complex program milestone documentation, ensuring absolute compliance with DoD and SECNAV 5000 series directives.
- Architect and manage vital defense procurement documentation, including Acquisition Plans (APs), Acquisition Strategy Reports (ASRs), Procurement Initiation Documents (PIDs), Statements of Work / Performance Work Statements (SOW/PWS), complex funding packages, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBAs).
- Lead the structural development and execution of comprehensive transition plans pertaining to the fielding, operational employment, and integration of next-generation H-53 heavy-lift aircraft variants.
- Direct, coordinate, and align diverse, cross-functional teams (engineering, logistics, finance, and contracting) to streamline acquisition velocity and resolve critical program constraints.
- Critically evaluate program procedures, organizational philosophies, and contractor documentation against strict contract specifications and strategic mission requirements to mitigate risk.
- Synthesize dense program data to author, review, and deliver executive-grade briefs, technical point papers, and official NAVAIR correspondence for review boards, conferences, and stakeholder meetings.
Qualifications:
- Must possess or be able to obtain a Department of Defense (DoD) Secret Security Clearance to access the airfield and military installation.
- Master of Arts (MA) or Master of Science (MS) degree from an accredited institution.
- Over 10 years of progressive experience in DoD acquisition management or program analysis performing the functional duties described above.
- Elite technical writing capabilities, advanced analytical problem-solving, and the executive leadership presence required to guide deliverables in a high-tempo military program office environment.
Preferred Experience:
- 3+ years of direct experience supporting NAVAIR acquisition programs, with established familiarity in naval aviation program office (PMA) structures.
- Demonstrated experience developing fleet transition or activation plans for new aircraft platforms.
- Proven capability leading and directing cross-functional working groups or integrated product teams (IPTs).
