Based in a hybrid capacity near Point Loma in San Diego, CA, you will play a vital role in the environmental restoration and transition of former military properties. You will assist Navy Remedial Project Managers (RPMs) and Base Environmental Coordinators (BECs) in driving complex environmental restoration, investigation, and remediation projects through the CERCLA and RCRA processes toward regulatory site closure or long-term management. You will ensure that complex remediation strategies are not only compliant with federal and state laws but are also executed efficiently to meet mission-critical milestones. Your work directly impacts the safety and future development of coastal San Diego’s land and resources.
- Project Management & Execution: Advance remediation projects across various media (soil, sediment, groundwater, and soil vapor) through the CERCLA/RCRA lifecycle toward site closure.
- Technical Document Review: Review Environmental Restoration (ER) Program CERCLA documents for technical adequacy and compliance with the National Contingency Plan (NCP), RCRA, and Applicable or Relevant and Appropriate Requirements (ARARs).
- Regulatory Liaison: Coordinate and interact daily with federal, state, and local regulatory stakeholders (e.g., U.S. EPA Region 9, California DTSC, Regional Water Quality Control Boards, U.S. Fish and Wildlife Service).
- Contractor & Program Oversight: Interface with remediation contractors executing work under Firm-Fixed Price, IDIQ, MAC, RAC, and CLEAN contract vehicles to ensure adherence to scope, budget, and milestone schedules.
- Leadership Briefings: Prepare and deliver internal/external presentations, status updates, cost estimates, statements of work (SOWs), and correspondence for BRAC Leadership, Base Closure Managers (BCMs), and Lead RPMs.
- Must be a U.S. citizen and able to obtain and maintain a favorable Tier 3 (T3) Background Investigation to obtain a CAC; an active secret clearance or an existing adjudicated T3/NACLC is preferred. (Note: this position does not involve classified information)
- Bachelor of Science (BS) in Engineering, Environmental Science, Geology, Chemistry, or Biology.
- 6+ years of total professional environmental experience, with at least 3+ years directly working on CERCLA and/or RCRA projects (or related federal environmental restoration programs).
- Current OSHA 40-Hour HAZWOPER certification with up-to-date 8-Hour annual refresher.
- Expert knowledge of federal and state environmental regulations including CERCLA, Superfund Amendments Reauthorization Act (SARA), and RCRA.
- Strong communication skills in the English language, both written and oral, for drafting government-level correspondence.
- A valid state-issued REAL ID driver's license.
- Willingness to spend 10-20% of the time in local travel/site visits.
