JOB SUMMARY

The Director of Properties at the Charleston Regional Aviation Authority (CRAA) is responsible for overseeing the strategic planning and management of the organization’s physical properties. This role involves developing and executing comprehensive strategies aimed at enhancing customer experience, including tenant satisfaction initiatives and tenant improvement projects. The Director ensures that the lease administration process is effectively managed, aligning leasing strategies with FAA regulations and the Authority's broader property objectives. The Director is responsible for ensuring safe, compliant, and business focused oversight of all Fixed Base Operator (FBO) activities on airport property, including the administration of T hangar leases and associated waiting lists. A key aspect of the role is maintaining strong, collaborative relationships with tenants, vendors, and stakeholders to foster satisfaction and support. This position reports directly to the Vice President & Chief Financial Officer.

ESSENTIAL JOB FUNCTIONS:

  • Supervises, directs, and evaluates assigned staff develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; establish employee goals and track progress; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
  • Director of the CRAA real property; oversees the development & implementation of easements / ROEs / Encroachment permits; Directs third-party development design/construction; administers the land/facility valuation appraisals and rental re-calculation; performs contractual compliance monitoring and enforcement; oversees, reviews, and coordinates the tenant Capital Improvement Design and Construction.
  • Oversees the day to day and long term operational performance of all FBOs operating on airport property, ensuring compliance with airport lease terms, FAA hangar use policies, and applicable local ordinances; oversees airport owned T hangar and box hangar rentals, including establishing and enforcing written policies for hangar eligibility, rental agreements, and aeronautical use requirements; maintains accurate and up to date hangar waiting lists, applying first come, first served principles and documented procedures for deposits, notifications, refusals, and removals, and ensuring fair, transparent access for aircraft owners; monitors hangar utilization, addresses tenant concerns, and recommends adjustments to rates, policies, and lease terms to optimize revenue, support aeronautical activity, and maintain strong stakeholder relationships
  • Communicates with Airport Authority officials, Directors, other employees, clients, third party service contractors, tenants, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Oversees and manages the food and beverage operations, as well as retail concessionaires within the airport terminal, ensuring high-quality service, operational efficiency, and adherence to contracts and safety standards.
  • Manage Environmental regulatory compliance for CRAA airports, Stormwater Pollution Prevention Plan (SW3P), Spill Control and Countermeasure Plan (SPCC), and Underground Storage Tank (USTs) permits. Oversight of CHS landscape maintenance, sold waste removal, and terminal cleaning services contracts.
  • Solves complex tenant issues and disputes, providing resolutions that minimize legal risk and maintain relationships.
  • Operates or uses various equipment and supplies to complete work assignments; operates a personal computer to enter, retrieve, review, or modify data, utilizes word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Requirements:

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s Degree. Requires mildly extensive vocational experience.
  • Five (5) years’ experience in a related field of work.
  • Or equivalent training, education, and/or experience.

Specific License or Certification Required:

  • Valid South Carolina driver’s license.
