Technical Program Manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Technical Program Manager based in the United States.

As a Technical Program Manager, you will lead complex, cross-functional programs spanning communications platforms, cloud infrastructure, applications, and operational systems.
You will work closely with Engineering, Product, QA, DevOps/SRE, Security, Network Operations, Support, and business teams to move initiatives from planning through production.
This role goes beyond traditional status reporting, requiring enough technical depth to understand architectures, dependencies, risks, and engineering tradeoffs.
You will drive releases, migrations, integrations, deployments, and reliability initiatives while keeping teams aligned around measurable outcomes.
Operating across globally distributed teams, you will remove obstacles, resolve dependencies, and influence stakeholders without direct authority.

Accountabilities:
  • Own complex technical programs across VoIP, UCaaS, CCaaS platforms, cloud services, customer-facing applications, APIs, infrastructure, and operational systems from initial planning through production.
  • Translate product, customer, and engineering objectives into structured plans with clear milestones, owners, dependencies, timelines, and measurable outcomes.
  • Coordinate execution across Engineering, Product, QA, Network Operations, DevOps/SRE, Security, Support, and other business and technical teams.
  • Develop sufficient technical understanding of the systems being managed to collaborate effectively with engineers, challenge assumptions, identify gaps, and drive technical issues toward resolution.
  • Manage platform upgrades, software releases, infrastructure migrations, customer deployments, integrations, and reliability or performance initiatives.
  • Identify technical and organizational dependencies, risks, bottlenecks, and competing priorities early, then drive mitigation, resolution, or escalation.
  • Maintain rigorous execution tracking and ensure program commitments have clear ownership and are driven through completion.
  • Communicate program status, risks, tradeoffs, blockers, and recommendations clearly to engineering leaders, executives, and other stakeholders.
  • Use engineering and operational metrics to improve delivery predictability, quality, reliability, and overall execution efficiency.
  • Continuously improve program-management processes, workflows, and operating practices.
  • Leverage automation and AI-assisted tools to reduce manual coordination and increase organizational efficiency.
  • Operate effectively across globally distributed engineering teams while influencing stakeholders and driving outcomes without direct reporting authority.

Requirements:

  • 8+ years of experience in technical program management, engineering program management, software or product development, or another closely related technical discipline.
  • Demonstrated success independently leading technically complex, cross-functional programs involving multiple engineering teams.
  • Strong understanding of software development lifecycles, APIs, distributed systems, cloud infrastructure, databases, networking, and production operations.
  • Ability and willingness to learn unfamiliar technologies deeply enough to understand architecture, dependencies, failure modes, and engineering tradeoffs.
  • Experience managing software releases, infrastructure migrations, integrations, production deployments, technical dependencies, risks, and competing priorities.
  • Strong organizational and prioritization skills, with the ability to establish structure, accountability, and execution discipline in ambiguous environments.
  • Excellent written and verbal communication skills, including the ability to communicate effectively with both technical teams and senior leadership.
  • Experience with Jira, Confluence, dashboards, reporting tools, and modern AI-assisted productivity tools.
  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related field, or equivalent practical technical experience.
  • Experience with VoIP/SIP, telecommunications, UCaaS/CCaaS, cloud communications, AWS, Azure, OCI, Linux, networking, carrier integrations, or related technologies is highly valued.
  • Previous experience in software engineering, systems engineering, QA automation, DevOps/SRE, solution architecture, or another hands-on technical discipline is a plus.
  • PMP, PgMP, Scrum, SAFe, or a similar project/program management certification is a plus.
  • Strong ownership mindset, technical curiosity, problem-solving ability, and a proven track record of delivering complex programs successfully.
  • Ability to work effectively with globally distributed teams and manage priorities across multiple functions and time zones.
