compliance, and continuity of the Behavior Support Services program. Together, they

direct the development and implementation of individualized Behavior Support Plans

that reflect the needs, preferences, family circumstances, and daily activities of each

individual served. The Co-Leads collaborate with interdisciplinary team members,

supervise and mentor Behavior Clinicians, maintain a reduced clinical caseload, and

ensure services are delivered in accordance with applicable requirements, agency

policies, approved plans, and professional best practices.

Co-Leadership Accountability

• The Co-Leads work collaboratively and share responsibility for the overall

performance, quality, compliance, and continuity of the program.

• Each Co-Lead remains individually accountable for assigned responsibilities, timely

completion of work, accurate documentation, communication of concerns, and

appropriate follow-through.

• Work assignments may be divided based on program needs, expertise, geographic

coverage, workload, or direction from the supervising Director.

• Matters that cannot be resolved collaboratively, or that present a compliance, safety,

personnel, rights, or service-delivery risk, must be promptly elevated to the

supervising Director.

Program Leadership and Staff Management

• Jointly provide day-to-day supervision, leadership, coaching, and formal work

direction to assigned Behavior Clinicians.

• Assign, coordinate, and review work to support equitable workload distribution,

timely service delivery, regulatory compliance, and continuity of operations.

• Hold assigned staff accountable for quality standards, commitments, deadlines,

documentation requirements, billing expectations, and internal and external service

expectations.

• Review and approve employee timesheets, leave requests, schedules, and other

supervisory documentation, as assigned by the supervising Director.

• Coach and develop Behavior Clinicians; complete 90-day and annual evaluations;

provide constructive feedback; and establish follow-up expectations when

improvement is needed.

• Review resumes, participate in interviews, and contribute to hiring decisions for

Behavior Clinicians.

• Address performance, conduct, documentation, or service-delivery concerns in

collaboration with the other Co-Lead, supervising Director, and Human Resources,

as appropriate.

• Provide coaching, corrective instruction, retraining, or disciplinary action consistent

with agency policy and assigned authority.

• Provide assistance during staff absences, vacancies, and crisis situations; act as a

liaison between departments as needed.

• Maintain regular communication and on-site support to Behavior Clinicians,

Directors, and support staff.

Clinical Planning and Service Implementation

• Collaborate with individuals served, families, support staff, and interdisciplinary

team members to identify skill-development and behavioral-support needs.

• Conduct Functional Behavior Analyses and develop individualized Behavior Support

Plans, consultative plans, crisis intervention plans, and data-collection systems.

• Design proactive, replacement, and reactive strategies responsive to the individual

served, family needs, and daily activities.

• Monitor plans and service delivery to ensure they address identified needs and are

implemented as written; review and modify plans at least annually or more frequently

when indicated.

• Adapt plans based on data, observations, individual needs, team recommendations,

and changes in circumstances.

• Review data collection, prepare quarterly behavior reports for team meetings,

identify trends, and recommend changes.

• Provide consultation to individuals served, families, providers, and support teams

regarding behavior-support techniques.

Caseload Responsibilities

• Maintain a caseload of individuals served that is intentionally smaller than a Behavior

Clinician caseload to allow for leadership, supervisory, quality, compliance, and

administrative responsibilities.

• Provide direct behavior-support services, including assessment, plan development,

monitoring, documentation, data review, and family or provider consultation.

• Ensure high-quality and timely service delivery while balancing clinical, supervisory,

leadership, and administrative responsibilities.

• Provide on-site support, training, technical assistance, and guidance to individuals

served and their support teams.

Training, Coaching, and Competency Development

• Design, coordinate, and deliver training related to Behavior Support Plans, behaviorsupport strategies, crisis response, progress monitoring, documentation, and data

collection.

• Apply adult-learning and instructional-design practices to provide training that is

understandable, relevant, accessible, and responsive to varied learning and

communication needs.

• Conduct competency-based classroom, virtual, and on-the-job training to teach and

demonstrate required principles, procedures, and behavior-support practices.

• Evaluate participant understanding, competency, and application of training content;

modify content, coaching, or delivery methods based on results and program needs.

• Provide follow-up observation, coaching, technical assistance, or retraining when

staff performance or data indicates additional support is needed.

• Maintain or coordinate documentation of training completion, demonstrated

competency, retraining, and follow-up activities.

• Communicate incomplete, unsuccessful, or overdue training and identified

competency risks to the appropriate leader and support corrective-action planning.

Advocacy and Interdisciplinary Collaboration

• Serve as a member of the Interdisciplinary Team and attend quarterly, emergency,

and other required meetings.

• Maintain open and professional communication with individuals served, families,

care providers, support staff, administrators, funding sources, service providers,

state and federal agencies, and community partners.

• Coordinate activities, resolve concerns within assigned authority, and elevate

unresolved or significant issues to appropriate leadership.

• Provide disability-awareness and behavior-support education as appropriate.

• Review and process documents submitted to the Human Rights Committee, ensure

required documentation is complete, and upload approvals into approved systems.

Quality Assurance, Compliance, and Documentation

• Monitor compliance with applicable state and federal requirements, funding-source

expectations, accreditation standards, agency policies, approved Behavior Support

Plans, documentation standards, and required timelines.

• Review Behavior Clinician FBA and BSP submissions for quality, completeness,

compliance, and timeliness.

• Oversee completion and uploading of required documentation into approved

electronic systems.

• Maintain accurate and timely service documentation, data, reports, time records,

and billing records.

• Identify incomplete, inaccurate, expired, overdue, or noncompliant documentation

and communicate deficiencies to the responsible employee and appropriate

leadership.

• Follow escalation procedures when identified deficiencies are not corrected within

required timeframes or when a concern presents potential risk to an individual

served, employee, program, or the agency.

• Support the development, implementation, documentation, monitoring, and followup of corrective-action plans.

• Maintain awareness of regulatory, funding, accreditation, and agency-policy changes

affecting Behavior Support Services and recommend updates to procedures, training,

documentation, and service practices.

• Promptly report suspected rights violations, health or safety concerns, billing or

documentation irregularities, and other significant compliance risks through

established agency channels.

• Assess satisfaction of individuals served and their families and use feedback to

support service improvement.

Data, Outcomes, and Continuous Improvement

• Conduct or coordinate periodic quality-assurance reviews to evaluate whether

services are delivered consistently with approved plans, agency policies,

documentation standards, regulatory requirements, and program expectations.

• Develop, monitor, and communicate assigned program metrics, which may include

service timeliness, documentation completion, plan-review timelines, training and

competency completion, caseload indicators, service utilization, HRC submission

status, identified trends, and corrective-action progress.

• Analyze program and service data to identify patterns, risks, training needs, resource

needs, and opportunities for improvement.

• Recommend and implement reasonable improvement strategies in collaboration

with the other Co-Lead and supervising Director.

• Monitor agreed-upon improvement targets and communicate progress, barriers, and

unresolved concerns to the supervising Director.

• Solicit and consider feedback from individuals served, families, employees,

providers, and interdisciplinary team members when evaluating service quality and

program improvement needs.

Confidentiality and Records Management

• Safeguard confidential clinical, health, behavioral, personnel, investigation, incident,

funding, and service information in accordance with agency policy, applicable law,

retention requirements, and authorized-access standards.

• Exercise sound professional judgment when communicating sensitive information

and share information only with individuals who have an authorized business or

service-related need to receive it.
