Job Description

Job Summary: This position is responsible for administrative functions such as processing payroll, compensation and employee benefits, accounts payable, and other administrative duties such as preparing reports and standard operating procedures, assisting with reoccurring monthly adjustments and selected statements to the General Ledger. This position will comply with the Bank Secrecy Act (BSA), the Office of Foreign Assets Control (OFAC), the USA PATRIOT ACT (CIP), Customer Due Diligence (CDD), including reporting suspicious activities to the BSA Department as well as other banking and company regulations and rules.

Responsibilities, Duties & Accountabilities:

The core, critical and essential work duties, functions and responsibilities of the position are as follows;

• Primary responsibility for the review and payment of incoming invoices; facilitates payment of vendors, reviews purchase orders, and resolving discrepancies;

• Processes prepaid reconcilement and fixed assets at end of month; Assists with accounting records as needed;

• Posts entries to General Ledger account, maintaining accurate and current records and files; Allocates expenditures to correct accounts according to established procedures;

• Provides 1099 totals to the Deposit Operations Department for vendors, contractors and board members for processing of tax forms;

• Ensures accurate and timely payroll processing; Processes payroll utilizing ADP Workforce Now, collects and verifies, inputs and updates employee time-keeping and other employment data, runs standard and customized reports ensuring consistency, accuracy and timeliness;

• Prepares and provides accurate reporting for employee earnings, work hours, overtime, vacation, sick leave, etc.; Prepares special pays, bonuses, commissions, etc.

• Processes benefit enrollments/changes/terminations to include medical, dental, vision, life insurance, 401-k and other benefit programs;

• Prepares year-end W-2. Fringe and other tax employment information;

• Administers recruitment, hiring and onboarding processes; monitors and maintains applicant data, coordinates interview processes, background checks, pre-employment records, etc.;

• Onboards new employees, processes new hire documents and administers E-Verify requirements and other compliance assessments;

• Prepares employee’s accesses, terminations and transfers to assigned network systems, programs and facilities;

• Assists and supports in the preparation and maintenance of required government reporting and compliance activities for state and federal regulations, such as Bureau of Labor Statistics, Equal Employment Opportunity (EEO), Affordable Care Act (ACA), VETS 4212, Affirmative Action Program (AAP), Workers Compensation, American Bankers Association (ABA), etc.;

• Maintains employee record-keeping, ensuring accurate and applicable filing compliances;

Prepares routine and special run reports, departmental and year-end reports;

• This position participates on the Disaster Recovery Team; Assists the Director and CFO to ensure mandatory safety and security assessments are completed in a timely manner;

• Maintains Human Resources Policies, Standard Operating Procedures (SOP’s) and other related documents and content contained on the Intranet Portal;

• Primary responsibility for reviewing, researching and making approved purchases within budget and with justified purpose;

• Monitors the financial records (receipts, entries, budget, etc.) for assigned accounting items; Assists with and maintains budget responsibilities for the department to include Employee Relations and Employee Training; • Sets an example for other employees by championing organizational and employment policies; making recommendation for updates to the director;

• Assists and supports leadership in addressing employee complaints, concerns and suggestions;

• Performs other projects and duties as assigned.

Position Requirements and Qualifications:

• Minimum of Associates Degree in Finance, Accounting, Human Resources or another related field of study

• Minimum of three (3) to five (5) years of demonstrated experience working in Human Resources, Payroll or other business administration capacity

• Practical experience working with general ledger accounting

• Demonstrated knowledge in human resources, employment law, compensation and/or employee benefit programs

• Demonstrated knowledge and experience with WV State Labor, Wage and Hour, and other applicable laws; and the ability to quickly learn and apply compliance regulations

• Demonstrated computer skills, preferably working with Microsoft Office products, office systems and programs, and the ability to successfully navigate and maintain current knowledge and skills working with technology

• Demonstrated above-average verbal and written communication skills

• Demonstrated excellent attention to detail, with the above-average ability to detect errors and make adjustments accordingly

• Demonstrated ability to maintain confidentiality and use discretion in working with proprietary and other highly confidential information

• Demonstrated ability to maintain organized and prioritized workloads, and manage multiple tasks and projects at the one time

• Demonstrated experience working with the employees or the general public, and the above average ability to tactfully and professionally address concerns and complaints

• Demonstrated ability to adjust quickly to different work situations, while maintaining composure under pressure

• Demonstrated ability to work independently and within a team-setting, maintaining professional and effective work relationships with leadership and co-workers

• Ability to maintain regular and routine attendance and punctuality
