Position Overview

Reporting directly to the Chief Government Affairs Officer, the Vice President, Data Analytics & Research is a senior leader within the Policy, Quality, Regulatory, and Compliance team. This role leads the Alliance's research and analytics strategy, delivering data-driven insights that support policy development, advocacy initiatives, industry thought leadership, and innovation across the care-at-home continuum.


The Vice President oversees a comprehensive research agenda, develops analytics tools and resources for members, and collaborates with internal and external stakeholders to produce timely, actionable insights that advance the Alliance's strategic priorities. This leader plays a critical role in strengthening the Alliance's position as a trusted source of industry research and analysis.


The Vice President also serves as Head of Operations for the Research Institute for Home Care, overseeing Institute operations, research activities, and content development. Additionally, the role may lead or support research initiatives involving partners, affiliates, and multi-stakeholder coalitions in alignment with the Alliance's mission and strategic goals.


Primary Responsibilities

The Vice President, Data Analytics & Research is responsible for, but not limited to, the following:

Research Strategy and Leadership

  • Develop and lead the Alliance’s comprehensive research agenda aligned with strategic advocacy and industry development goals.
  • Lead the development of the Alliance's data strategy, including data governance, quality standards, analytics capabilities, and member-facing data resources.
  • Identify and pursue opportunities for impactful studies related to home health, hospice, palliative care, personal care, and emerging models of care at home.
  • Ensure all research projects support the Alliance’s credibility with policymakers, the media, members, and the public.
  • Serve as a thought leader representing the Alliance on panels, webinars, publications, and collaborative research initiatives.
Research Analytics & Insights

  • Lead the development and execution of the Alliance’s data analytics strategy, ensuring data assets are leveraged to support advocacy, research, member engagement, and organizational decision-making.
  • Oversee the collection, management, quality, and analysis of data from internal, member, public, and third-party sources to generate actionable insights and identify emerging industry trends.
  • Develop and enhance dashboards, benchmarking tools, reports, and other data products that provide members, leadership, and external stakeholders with meaningful, data-driven intelligence.
  • Establish and promote data governance standards, analytical best practices, and processes that ensure the integrity, reliability, and appropriate use of data across the organization.
  • Partner with internal teams and external stakeholders to identify opportunities to expand analytics capabilities and deliver innovative data solutions that advance the Alliance’s strategic priorities and member value.

Project Management and Oversight

  • Direct the planning, execution, and dissemination of research projects, including those conducted in partnership with universities, consultants, and external vendors.
  • Oversee data acquisition, management, and analysis for both internal and public use.
  • Manage research budgets and timelines, ensuring transparency, accountability, and rigor.

Policy and Advocacy Support

  • Work closely with the advocacy and government affairs teams to provide research that bolsters the Alliance’s policy positions and testimony.
  • Translate complex data into accessible reports, briefs, and visualizations for use in federal and state policy discussions.
  • Monitor and assess emerging legislation and regulations to identify research opportunities and priorities.

Member and Stakeholder Engagement

  • Develop and maintain relationships with member organizations to identify research needs and secure participation in studies.
  • Present research findings to members, stakeholders, and the media through written reports, presentations, and digital content.
  • Lead special projects such as the development of an annual “State of Care at Home” report or research symposia.

Research Institute for Home Care

  • Develop an annual research and operational plan for Board approval, including research priorities, grant opportunities, RFPs, and staff-led initiatives.
  • Develop and oversee implementation of approved board slate.

Required Qualifications

  • Bachelor's degree in Public Health, Health Policy, Economics, Data Science, Statistics, Health Services Research, or a related field required; Master's degree preferred.
  • Minimum of 10 years of experience conducting or directing healthcare or policy research, preferably in or in support of government, academia, think tanks, or trade associations.
  • Demonstrated expertise in quantitative and/or qualitative research methodologies, data management, and policy analysis.
  • Strong familiarity with Medicare, Medicaid, and healthcare delivery systems, especially in the context of home-based care.
  • Proven ability to manage complex, multi-stakeholder research projects.
  • Excellent written and verbal communication skills with the ability to convey data to non-technical audiences.
  • Demonstrated success presenting research findings and strategic recommendations to executive leaders, boards of directors, policymakers, or industry stakeholders.
  • Deep commitment to advancing equitable and innovative care at home.
  • Experience working with large public datasets (e.g., CMS claims, NHATS, ACS-PUMS) and data visualization tools a plus.

  • Commitment to advancing analytics capabilities, research practices, and evidence-based decision-making through innovation and continuous learning.

This position is based in our Alexandria VA, office and we prefer candidates who currently reside in the Washington, DC metro area (DMV). We will also consider candidates located outside the region who are willing to relocate, or who can travel to the Alexandria office on a periodic basis (approximately two times [6 days] per month) to meet with the team and attend key meetings support in-person collaboration, stakeholder engagement and events as needed. Ability to travel domestically as needed to attend conferences, board meetings, member events, and stakeholder engagements.


Compensation & Benefits

This position is classified as a full-time, exempt position with a salary range of $185,000 to $215,000 annually to commensurate with related experience.
