JOB PURPOSE

The Technical Operations Manager is a senior operations leader within GXC’s Countermeasure Division responsible for the planning, execution, and continuous improvement of technical deployments, rental events, and field service delivery. This role owns the end-to-end operational readiness of equipment and personnel—ensuring events are staffed appropriately, inventory is controlled and traceable, logistics are disciplined, and customer commitments are met without failure.

The Technical Operations Manager leads the Technical Operations Administrator(s) and coordinates closely with the Field Service Manager, Account Management, and cross-functional partners to allocate technician resources, maintain accurate national equipment data, and execute every rental event nationwide with meticulous attention to detail.

This position functions across GXC operational verticals within the Countermeasure Division (e.g., screening technology rentals, PMD/OPENGATE deployments, on-site technical support services, preventative maintenance and sustainment programs). The Manager ensures consistent standards and controls across verticals while adapting workflows, checklists, and deployment cadence to contract- and client-specific requirements.

Success in this role requires disciplined execution, strong stakeholder management, data-driven decision-making, and the ability to lead under time pressure while maintaining audit-ready documentation and compliance with internal policy and applicable regulatory standards.

KEY RESPONSIBILITIES

Operational Leadership & Department Governance

  • Own day-to-day operations of the Technical Operations function, including workload prioritization, staffing coverage, task assignment, and execution cadence.
  • Establish and enforce operating standards for event planning, deployment readiness, inventory control, logistics documentation, and customer communication.
  • Lead the Technical Operations Administrator(s) through clear expectations, coaching, performance feedback, and accountability for results.

Strategic Planning, Goals, and Performance Reporting

  • Develop and implement departmental plans, goals, and initiatives aligned with GXC’s mission, growth objectives, and division priorities.
  • Define and monitor performance metrics (e.g., on-time deployments, event readiness, inventory accuracy, shipping cycle time, incident rates, customer issue resolution) and drive corrective action when performance degrades.
  • Analyze departmental strengths and weaknesses and provide a monthly report to the Director of Operations, Countermeasure, with insights, risks, and recommendations for improvement.

Event Planning & Execution (Nationwide Rentals and Deployments)

  • Organize the planning and completion of every GXC rental event nationwide, ensuring consistent execution quality regardless of location or complexity.
  • Ensure meticulous attention to detail in the logistics and planning of each event, including timelines, checklists, staffing, equipment assignments, and contingency planning.
  • Monitor active events and oversee completion to ensure operational and customer objectives are met; rapidly triage escalations to protect delivery commitments.

Resource Allocation & Technician Deployment

  • Work in tandem with the Field Service Manager to assign technician resources to events and service requests, resolving conflicts proactively and ensuring readiness.
  • Coordinate with Technical Operations Administrator(s) to ensure technicians receive complete job packets (site details, schedules, contacts, equipment responsibilities, travel/shipping status, and client-specific requirements) within required lead times.
  • Confirm technician readiness and coverage for surge demand, concurrent events, and emergent service needs.

Inventory Control, Equipment Readiness & Asset Accountability

  • Maintain accurate, current data on all rental equipment nationwide, including location, status, maintenance condition, and availability forecasting.
  • Ensure equipment movement is documented and traceable (shipping logs, chain-of-custody where required, return verification), escalating discrepancies immediately.
  • Partner with technicians and operations staff to ensure equipment is returned, inspected, reconciled, and restored to ready-to-deploy condition.

Cross-Functional Coordination & Growth Enablement

  • Foster collaborative relationships with other Division Directors and Managers to align strategies, share best practices, and enable cross-functional execution.
  • Work alongside the Account Management team to support opportunity development by providing operational feasibility input, resource planning, and deployment requirements.
  • Maintain strong relationships with key stakeholders, vendors, partners, and clients to ensure alignment, transparency, and effective communication.

Compliance, Risk Management & Continuous Improvement

  • Ensure compliance with applicable regulatory requirements, organizational policies, and industry standards; identify and mitigate operational risk within the department.
  • Organize daily activities based on GXC priorities, remaining proactive and flexible to accommodate immediate operational needs without sacrificing controls.
  • Drive continuous improvement by identifying recurring defects (data errors, shipping delays, planning gaps, inventory discrepancies) and implementing durable process corrections.
  • Perform other related duties as assigned.

QUALIFICATIONS / EXPERIENCE

  • Bachelor’s degree (4-year) in business, operations management, logistics, or a related field; equivalent relevant experience may be considered in lieu of degree.
  • Demonstrated experience leading operational teams, coordinating logistics, or managing technical/field service operations in a deadline-driven environment.
  • Proven ability to manage nationwide event execution or multi-site deployments with disciplined planning and controls.
  • Strong organizational skills and extreme attention to detail; ability to maintain accurate, audit-ready documentation.
  • Excellent interpersonal and communication skills; ability to communicate effectively orally and in writing for stakeholder interaction and formal reporting.
  • Comfort working cross-functionally with account management, field service, and executive leadership to align priorities and deliver results.

AUTHORITY AND DECISION-MAKING

  • May make routine operational decisions within approved procedures to prioritize workload, assign tasks, coordinate staffing coverage, and direct day-to-day execution of technical deployments, rental events, and field service activities.
  • Must escalate non-routine exceptions involving material inventory discrepancies, unresolved resource conflicts, customer-delivery risks, compliance concerns, or commitments that may exceed operational capability to the Director of Operations, Countermeasure.
  • Authorized to approve routine deployment plans, logistics documentation, equipment assignments, readiness checks, and operational records within established procedures; approval of policy exceptions and budget impacts rests with the Director of Operations, Countermeasure.
  • Recommends corrective actions, process improvements, resource-allocation changes, and operational feasibility inputs for growth opportunities; final approval for material process changes, cross-functional commitments, and higher-risk operational decisions rests with the Director of Operations, Countermeasure.

WORKING CONDITIONS / PHYSICAL REQUIREMENTS

  • Ability to work for sustained periods on electronic devices and standard office equipment, requiring fine motor skills and visual acuity.
  • Ability to move around office and operational environments as needed to support meetings, equipment checks, and coordination activities.
  • Ability to lift, carry, and position equipment or cases up to 50 pounds on an occasional basis (or coordinate safe handling through appropriate resources).
  • Ability to travel occasionally to support client engagements, events, or operational needs.
  • Ability to maintain focus and make time-sensitive decisions under pressure while managing multiple concurrent priorities.
  • Ability to analyze documents, reports, and operational data; identify gaps; and communicate clear direction to team members and stakeholders.
  • Ability to lead through ambiguity, manage conflict professionally, and maintain high emotional intelligence in stakeholder interactions.
