This senior leadership role sits at the intersection of public sector transformation, strategic consulting, and large-scale technology delivery within the State and Local Government health and human services (HHS) ecosystem. The position is responsible for driving both business development and client delivery across complex, multi-million-dollar engagements that modernize government operations and improve public service outcomes. It requires a strong executive presence, deep industry relationships, and the ability to shape and expand long-term partnerships with state, county, and city agencies. The role also oversees high-impact consulting and technology transformation programs, ensuring strong execution, financial performance, and client satisfaction. Operating in a fast-paced, mission-driven environment, this leader balances strategic growth with hands-on delivery oversight. The position is highly influential, requiring collaboration across internal teams, vendor partners, and public sector stakeholders to deliver measurable societal impact.

Accountabilities:
  • Lead business development activities across State and Local Government HHS accounts, including origination, expansion, and long-term account growth strategies.
  • Drive relationship-based selling efforts with public sector clients, developing new opportunities and strengthening existing engagements.
  • Manage and respond to complex RFPs, contract negotiations, and vendor-partner ecosystems to secure and expand large-scale government contracts.
  • Oversee or directly lead delivery of advisory and technology transformation programs, ensuring high-quality execution and client satisfaction.
  • Manage project financial performance, risk, governance, and operational quality across active engagements.
  • Represent the organization at industry events, conferences, and client forums to strengthen market presence and thought leadership.
  • Build trusted relationships with senior government stakeholders and ensure alignment between client needs and solution delivery.
  • Foster high-performing teams and promote a strong employee engagement and development culture within consulting delivery teams.
Requirements:
  • 15+ years of professional experience, including significant tenure in management consulting and State & Local Government environments (minimum 5 years required in S&L).
  • Proven track record in selling, managing, and scaling large, complex consulting or technology transformation engagements.
  • Deep understanding of government contracting processes and multi-million-dollar public sector deal structures.
  • Strong experience in advisory or technology delivery leadership across large or matrixed consulting teams.
  • Demonstrated ability to influence senior stakeholders and drive complex organizational transformation initiatives.
  • Strong financial, analytical, and problem-solving skills with experience managing project profitability and risk.
  • Excellent communication, presentation, and public speaking abilities, with confidence engaging large stakeholder groups.
  • Bachelor’s degree required; advanced degree (MBA or related field) preferred.
  • Experience with enterprise platforms and technologies such as SAP, Oracle, Workday, Salesforce, ServiceNow, AWS, or AI/data solutions is highly desirable.
  • Willingness to travel up to 75% as required.
