Description:
The Program Analyst will provide programmatic, analytical, and administrative support to the National Institute on Disability, Independent Living and Rehabilitation Research (NIDILRR) within HHS. This role supports planning, performance monitoring, evaluation, reporting, and stakeholder engagement activities across NIDILRR’s research and operational portfolios.
The Program Analyst will work closely with federal program staff to support evidence-based decision-making, research portfolio management, reporting requirements, and coordination of meetings and initiatives aligned with NIDILRR’s mission to improve outcomes for individuals living with disabilities.
Key ResponsibilitiesProgram & Management Analysis- Support annual and long-range program planning efforts, including development and maintenance of work plans, timelines, and performance benchmarks.
- Conduct qualitative and quantitative analyses to support leadership decision-making, program oversight, and strategic planning.
- Develop analytic products including dashboards, summaries, briefing materials, and management reports.
- Provide on-demand decision support analyses using descriptive, predictive, and prescriptive analytics as requested by program leadership.
- Assist with monitoring and evaluation of research programs, grants, and initiatives to assess progress, risks, and outcomes.
- Support formative program reviews and evaluation activities, including preparation of materials, coordination with subject-matter experts, and documentation of findings.
- Analyze program data and trends to inform policy, planning, and funding decisions.
- Prepare administrative, technical, and performance reports, including annual performance reports, reports to Congress, and organizational highlights publications.
- Draft narrative content, tables, graphs, and trend analyses based on program and performance data.
- Ensure all written products meet HHS and Section 508 accessibility requirements.
- Support planning and execution of virtual and in-person meetings, advisory councils, expert panels, and stakeholder engagements.
- Prepare meeting agendas, briefing materials, participant lists, summaries, and follow-up documentation.
- Coordinate logistics, registration, accessibility accommodations, and post-meeting reporting.
- Assist in development and execution of communications and outreach strategies aligned with NIDILRR and ACL priorities.
- Support creation of outreach materials such as fact sheets, summaries, presentations, and program highlights.
- Coordinate internal and external communications efforts in collaboration with federal staff.
- Bachelor’s degree in public administration, public health, policy, social sciences, statistics, or a related field.
- Experience supporting federal programs, research initiatives, or grant-funded activities.
- Strong analytical skills with experience synthesizing data into clear written and visual products.
- Demonstrated experience drafting reports, summaries, and briefing materials for senior stakeholders.
- Strong organizational skills and ability to manage multiple tasks and deadlines.
- Proficiency with Microsoft Office tools (Excel, Word, PowerPoint).
- Experience supporting HHS, ACL, or similar federal health or research organizations.
- Familiarity with program evaluation, performance measurement, or research administration.
- Experience supporting meetings, advisory councils, or stakeholder engagement activities.
- Knowledge of Section 508 accessibility requirements and accessible document production.
- Experience working with research data, performance reporting systems, or analytics tools.
