The City of Auburn is seeking a collaborative and strategic Equity, Engagement, & Outreach Program Manager to lead the operations and programs of the City’s Office of Equity, Engagement, & Outreach. This position plays a critical role in advancing the City’s commitment to inclusive community engagement, equitable service delivery, and meaningful partnerships with residents, employees, and community organizations.
Reporting directly to the Mayor, this position provides Citywide leadership by working across departments to support equity and engagement initiatives, developing strategies to ensure broad community participation in City decision-making, and strengthening relationships with historically underrepresented communities.
The Program Manager leads the development and implementation of Citywide equity, engagement, and outreach strategies while ensuring programs are administered in compliance with applicable federal, state, and local civil rights and nondiscrimination laws.
Key Responsibilities:
- Program & Operational Leadership
Lead the operations of the Office of Equity, Engagement, & Outreach, including strategic planning, program implementation, staff supervision, and budget oversight. - Citywide Equity & Engagement Strategy
Develop and implement initiatives that support equitable access to City services and promote inclusive participation in City programs, policies, and decision-making. - Policy & Organizational Guidance
Provide expertise and guidance to City departments on best practices for community engagement, equitable program design, and inclusive service delivery. - Community Partnerships & Outreach
Build and maintain strong relationships with community organizations, residents, and regional partners to ensure diverse perspectives are represented in City programs and policy development. - Data, Performance & Accountability
Develop performance indicators and evaluate program outcomes to measure the City’s progress toward equitable service delivery and inclusive community engagement. - Training & Organizational Development
Develop or coordinate training programs and professional development initiatives that support employee engagement, cultural awareness, and inclusive workplace practices. - Employee Engagement Programs
Provide guidance for voluntary employee engagement initiatives such as employee resource groups (ERGs), ensuring participation is open, voluntary, and administered in compliance with nondiscrimination laws. - Regulatory & Program Compliance
Support City compliance with federal and state civil rights laws, including programs related to Title VI nondiscrimination, language access, and inclusive public participation.
We are looking for candidates who have:
Bachelor’s degree in Sociology, Political Science, Public Administration, Business Administration, Human Resources, or a closely related field;
AND
Five (5) years of progressively responsible experience developing and implementing equity, engagement, outreach, or organizational change initiatives in a complex organization;
OR
A combination of education, training, and experience that demonstrates the ability to successfully perform the duties of the position.
