We are seeking an experienced Procurement Lead to oversee procurement operations that support federal contracts and internal business objectives. This role is responsible for leading strategic sourcing initiatives, managing vendor and subcontractor relationships, ensuring compliance with FAR/DFARS regulations, and supporting purchasing system readiness efforts, including CPSR requirements. The ideal candidate will bring strong leadership, procurement compliance expertise, and a proactive approach to driving efficiency across purchasing and supply chain operations while ensuring mission success.

Responsibilities
- Perform in accordance with procurement policies, procedures, and strategies to align with business objectives and FAR-based contracting requirements.
- Collaborate with stakeholders, leadership, and internal teams to define procurement requirements, scope, acquisition strategies, and evaluation criteria.
- Manage vendor and subcontractor selection activities, including market research, vendor profiling, strategic sourcing, competitive solicitations, and Request for Proposal (RFP) processes.
- Support and maintain procurement systems, files, and documentation in compliance with FAR, DFARS, CPSR requirements, and company purchasing policies.
- Build and maintain supplier relationships using Supplier Relationship Management (SRM) best practices throughout negotiation, contracting, onboarding, performance management, and renewal activities.
- Conduct cost and price analysis activities, benchmark expenditures, and analyze procurement data to support fair and reasonable pricing determinations.
- Review and optimize procurement processes to ensure continual improvement, operational efficiency, and compliance with Army Regulation (AR) 710-4 and applicable federal procurement regulations.
- Support Contractor Purchasing System Review (CPSR) readiness activities, including documentation maintenance, procurement file compliance, and adherence to approved purchasing system requirements.
- Perform materiel and inventory management for purchased goods and ensure proper transition of items to the Government in accordance with AR 710-4.
- Facilitate the RMA process for purchased goods while managing customer and vendor expectations.
- Coordinate with item managers to expedite critical materials and track long-lead parts to support program execution.
- Mentor and train junior-level buyers and procurement personnel on procurement best practices and FAR-based compliance requirements.
- Perform administrative tasks and other duties as assigned by the Contracts Manager.
Qualifications
- Strong negotiation and supplier management skills.
- Demonstrated knowledge of the FAR, DFARS, and federal procurement compliance requirements.
- Experience supporting FAR-based federal contracts and subcontract administration activities.
- Experience supporting or participating in Contractor Purchasing System Reviews (CPSRs) and maintaining compliant procurement documentation.
- Experience performing technical supply management functions, including inventory management, storage management, cataloging, and repair parts requisitioning.
- Experience conducting cost/price analysis and supporting procurement compliance reviews.
- Experience investigating inventory variances and resolving procurement discrepancies.
- Valid driver’s license and ability to operate a company vehicle.
- Proficiency with Microsoft Word, Excel, PowerPoint, Access, Project, SharePoint, and other software programs used for procurement tracking, reporting, and compliance management.
Preferred Qualifications
- Experience working with DoD contractors and subcontractors of various sizes.
- Experience supporting procurement and logistics functions within a federal contracting environment.
- Experience utilizing accounting and ERP systems such as JAMIS, Deltek, Unanet, or Costpoint.
- Familiarity with DCMA purchasing system requirements and CPSR expectations.
- Military experience.
- DAU Acquisition 101 Certification.
- PMP Certification.
- Current DoD Secret clearance.
Clearance:
- DoW secret level clearance, required.
Education & Experience:
- 7-12 years of procurement experience.
- Bachelor’s degree in business, technical, or similar discipline.
- 4 years of direct relatable experience can be substituted for a degree.
Location:
- On site at the Tech(x) office
- Monday-Friday 8:00 am to 5:00 pm. Schedule flexing hours is available with Manager’s approval.
Travel:
Only upon need.
