About This Position

Reports to Hospital President. Leads Laboratory services throughout Beacon Health System ensuring that services drive a value proposition that is superior in the market and in accordance with objectives of Beacon Health System, medical staff, consistent with legal, regulatory, and accrediting standards. Assists in evaluating and developing new programs and implements changes to existing programs to enhance quality of patient care. In a matrix environment with the leaders of each operating entity, the Executive Director is accountable for the achievement of the growth and value-based strategies for the Laboratory service line at the system level. Has significant management and operational responsibility for the service line including, overseeing the planning, recruitment, budgeting, reporting, and day-to-day functions of multiple departments across the health system. Builds an effective partnership with operational, ancillary and support leaders across the health system, ensuring shared goals, accountability, quality indicators and measurement standards are met while guiding the creation and growth of the Laboratory service line. Works collaboratively with colleagues from within Beacon Health System.

Directs operational activities of the Laboratory Service Line and ensures the provision of high-quality laboratory services by:

  • Oversees strategic and business development processes for the service line in collaboration and alignment with the overall system-wide strategic planning process.
  • Establish a comprehensive Model for Laboratory defining strategic opportunities and priorities enabling accelerated program growth and development.
  • Leads the development of the Laboratory service line network both within BHS, and in partnership with other local, regional, or national partners.
  • Collaborates with key stakeholders, including Finance, to develop and implement short- and long-term financial plans that ensure fiscal viability for the network and manage the service line margins.
  • Develops and implements the service line operational plans ensuring efficient systems of care, as well as the development of leaders and staff.
  • Works with Directors to develop and secure approval of and administration of the annual operating budget for the service line.
  • Recommends, develops, and ensures implementation of departmental policies and procedures.
  • Administers performance appraisals.
  • Works with contractors and service providers to recommend capital and operating purchases, monitor equipment uptime, associate training on use of equipment and to assure high levels of performance.
  • Interprets, enforces and supports policies, procedures, protocols and the terms and conditions of the Union bargaining agreement.
  • Collaborates with health system leadership and related entities to ensure that the assigned service line defines and delivers a superior value proposition, based on measurable outcomes in all areas including but not limited to quality, cost and service.
  • Establish service level agreements between the service line and BHS campuses.
  • Collaborates with IT and system leadership to ensure a shared vision around how clinical decision support can best support clinical service lines in driving value-based work across the service line.
  • Utilizes knowledge of current and future policies, practices, trends, competitive threats and other information affecting the business and organization to advance the service line and integrate innovative solutions into practice.
  • Represents the service line to a variety of internal and external sources and representatives.

Assures maintenance of inventory by:

  • Specifies quality and source of laboratory products and equipment for Laboratory Service Line.
  • Negotiates contracts for identified products and equipment.
  • Reviews expense reports, monitors budget performance, and audits the use of reagents and supplies.

Assures laboratory services are current with new developments and in compliance with legal, regulatory and accrediting standards by:

  • Works with leaders to provide professional development opportunities for laboratory staff.
  • Continually reviews professional literature and attends seminars and workshops in order to be familiar with changes and innovations in laboratory practice. Maintains professional affiliations and memberships in related organizations.
  • Participates in and assures implementation of decisions of committees and QI teams relating to laboratory services.
  • Develops new programs, revises existing programs and performs financial analyses to provide comprehensive laboratory services to meet the needs of patients and the Medical Staff.
  • Assures department policies and procedures reflect legal, regulatory and accrediting standards and that the policies and procedures are followed.

Performs other functions to maintain personal competence and contribute to the overall effectiveness of the department by:

  • Completes other job-related assignments and special projects as directed.

Associate complies with the following organizational requirements:

  • Attends and participates in department meetings and is accountable for all information shared.
  • Completes mandatory education, annual competencies and department specific education within established timeframes.
  • Completes annual employee health requirements within established timeframes.
  • Maintains license/certification, registration in good standing throughout fiscal year.
  • Direct patient care providers are required to maintain current BCLS (CPR) and other certifications as required by position/department.
  • Consistently utilizes appropriate universal precautions, protective equipment, and ergonomic techniques to protect patient and self.
  • Adheres to regulatory agency requirements, survey process and compliance.
  • Complies with established organization and department policies.
  • Available to work overtime in addition to working additional or other shifts and schedules when required.

Education and Experience

  • The level of knowledge, skills and abilities indicated below are normally acquired through the successful completion of a Bachelor's Degree in Medical Laboratory Science or one of the biological sciences.
  • A Master's Degree in Public Administration or Management is preferred. A minimum of ten years' experience in a clinical laboratory with three years' experience managing all aspects of a hospital laboratory preferred.
  • Must qualify as a Technical Supervisor and General Supervisor as defined in CFR 493.1449 and CFR 493.1461.
  • Certification as a Medical Technologist by an appropriate accrediting agency, i.e., ASCP or equivalent is preferred.
