About This Position
JOB SUMMARY: The Talent Acquisition Business Partner leads and manages full-cycle recruitment, supports employee relations and compensation-related functions to ensure BestCare attracts, hires, and retains high quality talent. This role serves as a strategic business partner to leaders by delivering an exceptional candidate and employee experience; ensuring compliance with federal, state, and organizational requirements; and providing support for onboarding, offboarding, personnel record management, employee relations matters, compensation analysis, and pay equity initiatives
Requirements:ESSENTIAL FUNCTIONS:
RECRUITMENT & TALENT ACQUISITION
- Manage the Recruitment Module within the HRIS Talent Acquisition platform, including workflows, job posting templates, communication notices, and system processes.
- Partner with leaders to support requisitions by updating job descriptions, posting vacancies, ensuring timely removals, and aligning hiring needs with organizational goals.
- Identify and utilize effective recruiting boards and sourcing strategies based on position requirements.
- Actively engage in outreach, networking, and recruiting activities to build talent pipelines.
- Represent BestCare at job and career fairs that provide meaningful return on investment.
- Participate in interviews as needed and provide guidance and training to supervisors on recruitment best practices.
- Monitor, manage, and report on recruitment activities and metrics; proactively communicate progress and barriers to stakeholders and the Talent Acquisition team.
- Tactfully drive the hiring process, ensuring credentials are collected, filed, and routed to Credentialing staff in a timely manner.
CANDIDATE SOURCING, ENGAGEMENT & EXPERIENCE
- Deliver an outstanding candidate experience across the entire recruitment lifecycle, serving as BestCare’s first point of contact for applicants and inquiries.
- Communicate professionally and consistently with candidates via multiple channels, including status updates for non selected applicants.
- Conduct prescreening interviews to confirm candidate qualifications and eligibility.
- Develop and review interview questions in accordance with regulations, organizational standards, and best practices.
- Coordinate interview scheduling, reference checks, and background checks in collaboration with hiring managers and interview teams.
BUSINESS AND STRATEGIC ADVISORY
- Provide consultation to leaders on recruitment processes, policy, technology, labor market trends, and best practices.
- Prepare conditional offer letters and ensure completion of onboarding and background authorization processes.
- Act as a strategic partner by using recruitment data and market insights to support workforce planning and identify future talent gaps.
- Drive continuous improvement of recruitment systems and processes to enhance efficiency, scalability, and candidate experience.
- Champion BestCare’s employer brand and support hiring managers in representing the organization’s culture and mission.
- Oversee, manage, and provide updates on all team recruitment activities and metrics.
- Communicate consistently and proactively with hiring managers and key stakeholders to ensure alignment and remove barriers.
- Tactfully drives the hiring process to meet KPIs and metrics.
OTHER RESPONSIBILITIES
- Create employee profiles in the HRIS and complete onboarding preparation steps in accordance with federal, state, and organizational record retention requirements.
- Coordinate New Hire Orientation in collaboration with Training & Development, including materials, scheduling, and communications.
- Schedule exit interviews as requested and analyze exit interview data to identify trends.
- Support offboarding processes.
- Monitor and maintain promotional swag for job fairs, onboarding new employees, and other approved recognition/rewards initiatives.
- Assist with personnel related projects and/or program audits.
- Performs in partnership with HRBPs confidential investigations and/or supervisor complaints or issues.
- Participate in salary surveys, evaluating wage offers for hires, transfers, and promotions, and conducting pay equity analyses to ensure internal equity and market competitiveness.
- Perform other duties as assigned.

- Performs other organizational duties as assigned.
QUALIFICATIONS:
REQUIRED EDUCATION AND/OR EXPERIENCE:
- Bachelor’s degree in human resources, business administration, social sciences or related degree or equivalent in education and experience.
- Minimum of 3 years of full-cycle recruitment experience.
- Solid experience with HRIS software and applicant tracking systems.
- Strong experience using social media platforms for strategic sourcing and passive candidate engagement.
- Experience administering federal and state leave laws and ADA workplace accommodations.
- Minimum 3 years working with compensation plans, position classification, and maintaining job descriptions.
- Minimum of 3 – 5 years in employee relations conducting confidential investigations.
REQUIRED LICENSES AND CERTIFICATIONS:
- HRCI-PHR / SPHR or SHRM-CP / SCP Certification or the ability to obtain within 1 year from hire.
- Must maintain a valid Oregon Driver License or ability to obtain 30 days from hire.
PREFERRED:
- Experience with Paylocity’s HRIS platform a plus.
- Bilingual in English/Spanish a plus.
REQUIRED COMPETENCIES: Must have demonstrated competency or ability to attain competency for each of the following within a reasonable period:
- Proven knowledge and abilities to perform in the areas of recruitment, compensation, employee relations, project management, facilitation, training, process development, research, analysis and problem solving.
- Demonstrated knowledge and understanding of HR best practices, Labor Law, fair and inclusive workplace, and other regulations.
- Proficiency in MS Office 365 (Word, Excel, Outlook), HRIS platforms, databases, virtual meeting platforms, internet, and ability to learn new or updated software.
- Must have strong interpersonal and customer service skills with ability to build and maintain positive relationships.
- Knowledge of and ability to maintain strict confidence as required by HIPAA, 42 CFR, Oregon Statutes and related federal and state privacy laws and regulations.
- Ability to manage conflict resolution and anger/fear/hostility/violence of others appropriately and effectively.
- Ability to work effectively and respectfully in a diverse, multi-cultural environment.
- Ability to work independently as well as collaboratively with a spirit of cooperation and compassion.
- Strong communication skills (oral and written).

WORK ENVIRONMENT/PHYSICAL DEMANDS: Primarily in-person with some hybrid available as approved.
