About This Position

Position Summary

The Payroll Administrator is responsible for the accurate, compliant, and timely execution of all payroll processes across multiple states and entities. This role serves as a critical control point for payroll integrity, ensuring proper data entry, validation, audit documentation, and regulatory compliance.

This individual partners closely with the Payroll & Benefits Manager, HR team, Finance, and operational leaders to maintain payroll accuracy, support employees, and continuously improve payroll processes in a fast-growing, multi-state environment.

Key Responsibilities

Payroll Processing & Execution

  • Process full-cycle multi-state weekly and bi-weekly payroll for approximately 1,500 employees across multiple entities, including a union population.
  • Accurately input and maintain payroll data including:
  • New hires, terminations, and status changes
  • Compensation changes and adjustments
  • Time and labor data
  • Deductions, taxes, and direct deposits
  • Ensure all payroll activities are completed, timely, accurately, and in compliance with federal, state, and local regulations.

Payroll Quality Control & Audit

  • Perform detailed payroll audits and validations prior to each payroll run, including:
  • Hours worked and overtime compliance
  • Tax setup and withholding accuracy
  • Manual entries and adjustments
  • Direct deposit and payment accuracy
  • Maintain thorough documentation and audit trails for all payroll changes, adjustments, and communications.
  • Identify discrepancies, resolve issues proactively, and escalate risks as needed.

Employee & Business Support

  • Serve as a primary point of contact for employee payroll inquiries, providing timely and professional resolution.
  • Partner with HR, Accounting, and operational leaders on:
  • Payroll reconciliations
  • Audit requests
  • Reporting and data validation
  • Support union payroll requirements and ensure alignment with applicable agreements.

Reporting & Reconciliation

  • Generate and distribute weekly and monthly payroll reports to stakeholders.
  • Assist with payroll-related reconciliations, ensuring alignment between payroll, benefits, and general ledger.
  • Support internal and external audits by providing accurate and complete payroll documentation.

Compliance & Regulatory Oversight

  • Maintain strong working knowledge of:
  • Multi-state payroll laws and tax requirements
  • Wage and hour regulations
  • Union payroll considerations
  • Monitor regulatory changes and ensure payroll practices remain compliant.
  • Support year-end processes including:
  • W-2 preparation and distribution
  • Tax reporting and corrections
  • Audit readiness and documentation

Process Improvement & Documentation

  • Continuously update and maintain the Payroll Procedures Guide, ensuring accuracy and usability.
  • Identify opportunities to improve payroll processes, controls, and efficiency.
  • Partner with HR and leadership on process standardization and scalability as the company grows.

Special Projects

  • Support payroll system enhancements, implementations, or upgrades as needed.
  • Participate in cross-functional initiatives impacting payroll, HRIS, or compliance.

Qualifications

Required

  • Minimum 5 years of payroll processing experience (high-volume, multi-state preferred)
  • Minimum 2 years of general HR and benefits knowledge
  • Strong experience with ADP Workforce Now
  • Experience with:
  • Multi-state payroll compliance
  • Payroll audits and reconciliations
  • High-volume data entry with strong accuracy
  • Strong analytical and problem-solving skills
  • High level of integrity and confidentiality in handling sensitive information
  • Ability to manage multiple priorities under tight deadlines
  • Strong organizational and documentation discipline
  • Professional, clear, and responsive communication skills
  • Continuous improvement mindset with a focus on efficiency and scalability

Preferred

  • Union payroll experience
  • Prevailing wage and certified payroll exposure
  • Payroll system implementation or conversion experience
  • Demonstrates ownership of payroll accuracy and outcomes
  • Operates with integrity in all financial and employee matters
  • Maintains a high level of professionalism, even under pressure
  • Communicates clearly and proactively with stakeholders
  • Takes initiative to identify issues and drive solutions, not just process transactions
