About This Position

The Administrative Office of the Courts with the Supreme Court of Nevada is seeking a Human Resources Manager. The Human Resources Manager provides strategic and operational leadership for the human resources and payroll functions of the Nevada Supreme Court and its divisions. Reporting to the Chief Operating Officer, this position oversees key HR programs and administrative functions, including payroll oversight, employee relations, recruitment, classification and compensation, benefits, training, performance management, policy development, and compliance with applicable employment laws and regulations.

This position serves as an advisor to Court leadership and plays a central role in supporting organizational effectiveness, workforce planning, employee engagement, and a fair and compliant workplace culture. The HR Manager develops and administers policies, programs, and systems that align with the Court’s mission, values, and operational needs, while ensuring the integrity and effective administration of payroll and personnel processes.

This position can be located in Carson City or Las Vegas.

Statewide travel is required.

After an initial training period, there may be an opportunity for a hybrid remote/in-office schedule

Examples of Duties

Human Resources and Payroll Leadership
  • Oversee and administer the Court’s human resources and payroll programs, policies, and practices.
  • Provide guidance and consultation to leadership, supervisors, and staff on HR, payroll, and workplace matters.
  • Ensure HR and payroll operations are carried out consistently, effectively, and in compliance with applicable laws, policies, and internal standards.
  • Oversee personnel records, HR systems, payroll processes, and related administrative functions to ensure accuracy, confidentiality, and accountability.
  • Coordinate with fiscal and administrative staff to support payroll accuracy, internal controls, and compliance with applicable financial and audit requirements.
Policy Development and Compliance
  • Develop, implement, and revise personnel policies, procedures, and related guidance.
  • Monitor changes in employment laws, payroll requirements, regulations, and best practices to ensure ongoing compliance.
  • Present policy recommendations and updates to Court leadership and the Justices as appropriate.
  • Maintain and update the Court’s Employee Handbook and related HR resources.
Employee Relations and Investigations
  • Advise management on employee relations matters, including disciplinary issues, grievances, and workplace concerns.
  • Conduct or oversee workplace investigations involving allegations of misconduct, discrimination, harassment, or policy violations.
  • Provide recommendations and support resolution of sensitive personnel matters.
  • Promote a professional, respectful, and collaborative work environment.
Recruitment, Classification, and Workforce Support
  • Oversee recruitment, selection, onboarding, and related hiring processes.
  • Support workforce planning efforts, position management, and classification and compensation administration.
  • Ensure hiring and personnel practices are equitable, consistent, and aligned with organizational needs.
  • Partner with leadership to support employee retention, engagement, and organizational development.
Performance Management and Training
  • Oversee performance management processes and related HR systems.
  • Provide training, guidance, and support to managers and staff on evaluations, performance expectations, and professional development.
  • Identify organizational training needs and coordinate workforce development initiatives.
Strategic and Organizational Support
  • Support short and long term human resources and payroll planning aligned with the Court’s strategic priorities.
  • Conduct research, analysis, and reporting on workforce trends, compensation, and HR best practices.
  • Collaborate with Court leadership, external partners, and vendors on HR-related initiatives and projects..

Qualifications

  • Five (5) years of progressively responsible professional experience in human resources, including payroll administration or oversight. Supervisory or management experience is preferred.
  • Comprehensive knowledge of human resources principles and practices, including employee relations, recruitment, classification and compensation, benefits, leave administration, performance management, and policy development.
  • Working knowledge of payroll administration, payroll controls, and related compliance requirements.
  • Strong understanding of federal and state employment laws and regulations.
  • Demonstrated ability to interpret policy, analyze complex issues, and make sound recommendations.
  • Strong communication, interpersonal, organizational, and problem-solving skills.
  • Experience conducting or overseeing workplace investigations and resolving sensitive personnel matters.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Proficiency with HR information systems, payroll systems, and Microsoft Office Suite.
  • Ability to manage multiple priorities and work effectively with leadership, staff, and stakeholders.
  • Experience in a governmental or judicial environment preferred.

If this position is approved for remote or hybrid work, the incumbent must be able to work effectively and manage responsibilities from a remote location. This includes the ability to supervise employees remotely, as needed, and proficiency in using virtual meeting platforms such as Microsoft Teams. Employees approved for remote work must provide their own secure internet connection capable of supporting all job functions. A minimum internet speed of 50–100 Mbps download is required; higher speeds may be necessary if the connection is shared within the household.
