POSITION SUMMARY
The Business Development Manager is a mid-level position for an experienced professional with a proven track record in the construction, debris management, and environmental services industries. This individual will serve as a key driver of AIS's revenue growth by identifying, pursuing, and securing new contracting opportunities across public and private sectors. The ideal candidate brings an established network of agency contacts, prime contractor relationships, and deep familiarity with the procurement landscape governing disaster response, debris removal, and environmental remediation work. This role requires a self-starter who can operate independently, represent AIS with credibility and authority, and close business. Alliance Integrated Solutions will provide industry orientation, internal systems training, and ongoing executive support to set this employee up for success.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Lead the identification, qualification, and pursuit of new contracting opportunities with federal, state, local, and tribal government agencies, as well as private sector clients in construction, utilities, and environmental services
• Develop and maintain a robust pipeline of prospects, active pursuits, and teaming opportunities using CRM tools or pipeline management systems
• Cultivate and leverage an existing professional network of agency procurement officers, contracting officials, prime contractors, and industry partners to generate leads and secure work
• Lead or support the development of proposals, qualifications packages, capability statements, and bid responses for targeted opportunities
• Represent AIS at industry conferences, trade shows, pre-bid meetings, site visits, and networking events to build brand awareness and establish relationships
• Develop and execute account-based outreach strategies targeting key agencies and private clients in the disaster response, debris removal, and environmental services markets
• Identify and negotiate teaming arrangements, subcontracting agreements, and joint venture opportunities with prime contractors and strategic partners
• Coordinate with operations leadership to align business development pursuits with company capacity, certifications, and core competencies
• Provide competitive market intelligence, including analysis of competitor capabilities, pricing trends, and agency spending patterns
• Support AIS's small business certification strategy by identifying set-aside opportunities (8(a), WOSB, SDVOSB, HUBZone, DBE, Tribal) that align with company certifications and teaming partners
• Develop and maintain relationships with FEMA, Army Corps of Engineers, EPA, USDA, state environmental agencies, and municipal public works departments
• Track and report on BD activity metrics, pipeline value, win/loss outcomes, and revenue generated attributable to business development efforts
• Mentor and support junior business development staff as the team grows
• Represent Alliance Integrated Solutions with professionalism and integrity in all client and industry interactions
QUALIFICATIONS
Required:
• Bachelor's degree in Business, Construction Management, Environmental Science, Civil Engineering, Marketing, or a related field; equivalent experience considered in lieu of degree
• Minimum 10 years of business development, sales, or capture management experience in construction, debris removal, environmental services, or a closely related industry
• Demonstrated history of sales success including achievement of revenue targets, contract win rates, or quota attainment in business development or sales capacity
• Experience leading, managing, or directing a business development or sales team, including supervision of BD staff, setting pursuit priorities, and driving team performance toward revenue goals
• Demonstrated track record of identifying and winning contracts with government agencies or large private sector clients
• Established professional network within the disaster response, debris removal, environmental remediation, or construction contracting sectors
• Working knowledge of federal and state government procurement processes, including FAR/DFARS, FEMA reimbursement frameworks, and competitive bid procedures
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and CRM or lead management systems (Salesforce, GovWin, GovTribe, etc.) for pipeline tracking and opportunity managment
• Strong written and verbal communication skills, including experience presenting to senior officials and decision-makers
• Valid driver's license with clean driving record; ability to travel regionally and nationally as needed
• Ability to pass background check and pre-employment drug screening
Preferred:
• Experience working with or pursuing contracts with FEMA, Army Corps of Engineers, EPA, state DOTs, or municipal public works departments
• Familiarity with small business set-aside programs and certifications (8(a), WOSB, SDVOSB, HUD, HUBZone, DBE, Tribal Enterprise)
• Experience in capture management, proposal writing, or price-to-win analysis
• Knowledge of Davis-Bacon Act, Service Contract Act, and prevailing wage compliance in construction and environmental contracts
• Active relationships with prime contractors operating in disaster response or environmental remediation
• Familiarity with tribal communities, tribal government procurement, or Native-owned business enterprises

PHYSICAL DEMANDS AND WORK ENVIRONMENT
• Hybrid with routine visits required to Pembroke, NC
• Regional and national travel required for client meetings, site visits, conferences, and events – up to 40% - 50% travel expected
• Occasional outdoor work environments including construction sites, debris staging areas, and environmental remediation sites
• Ability to traverse active job sites, which may include uneven terrain and outdoor conditions
• Extended periods of computer-based work including proposal development, research, and reporting
• Attendance at evening or weekend events such as networking functions, pre-bid meetings, or industry conferences may be required
COMPENSATION AND BENEFITS
Base Salary:
• Competitive mid-level salary commensurate with experience, qualifications, and demonstrated track record
Performance-Based Incentives:

In addition to base salary, this position may be eligible for performance-based compensation tied to new contracts secured, revenue milestones, and business generated as a direct result of the employee's efforts. The specific incentive structure, including thresholds, percentages, and payout timing, will be established and documented in the offer or a separate incentive agreement.
