About This Position

Administrative Director of Workforce

Reports to: Chief Operating Officer

Member of: Senior Leadership Team

Ready to build something meaningful? CMH is creating its first Administrative Director of Workforce role—a strategic leadership position designed to transform how we attract, develop, and retain talent during the most significant growth period in our 43-year history.

WHY THIS ROLE EXISTS NOW

We’re in the middle of a $100 million hospital expansion set to open in early 2026—117,000 square feet of new space including Emergency Department expansion (12 to 29 beds), ICU growth (8 to 12 beds), expanded Labor & Delivery, two new cath labs, and more. This growth, combined with our 34 physician clinics and 6 long-term care facilities serving 130,000+ people across eight rural counties, demands we evolve from transactional HR to strategic workforce leadership.

This position signals our commitment to making people strategy a competitive advantage.

The Administrative Director of Workforce serves as CMH’s enterprise leader for workforce strategy, responsible for designing and scaling the people systems required to support growth, physician stability, and long-term organizational performance. This role is not focused on maintaining mature structures, but on building integrated workforce capabilities that position CMH for the next decade.

THE OPPORTUNITY

As Administrative Director of Workforce, you’ll lead CMH’s workforce strategy with direct accountability for recruitment, talent development, employee engagement, and HR operations. Reporting to the COO and serving on the Senior Leadership Team, you’ll partner with physician leadership, nursing, educational institutions and senior leaders to build workforce capabilities that support our mission and growth.

This isn’t traditional HR—it’s strategic leadership that balances long-term planning with hands-on program development.

KEY RESPONSIBILITIES Strategic Workforce Leadership

Develop and execute a comprehensive workforce strategy aligned with CMH’s expansion plans and mission. Lead workforce analytics and forecasting to identify staffing needs 3-5 years in advance. Provide executive oversight of HR operations while driving transformational workforce programs.

Recruitment & Talent Acquisition

Lead system-wide recruitment strategy for clinical and non-clinical roles. Develop strategic partnerships with educational institutions to build talent pipelines. Establish internal career pathways and succession programs that support workforce sustainability.

Leadership & Talent Development

Design and oversee leadership development programs, including training, coaching, and succession planning. Identify and develop high-potential employees for future leadership roles. Support continuing education and workforce competency development across the organization.

Employee Engagement & Culture

Build culture-strengthening initiatives that improve workplace experience and retention. Implement engagement measurement and action planning systems. Champion employee recognition and well-being programs that reinforce CMH’s mission of exceptional care.

Medical Staff Workforce Support

Partner with Medical Staff Services and physician leadership on employed provider workforce strategy. Support design and coordination of onboarding programs for medical staff support. Collaborate on educational initiatives and align medical staff workforce strategies with broader system planning.

HR Operations & Compliance

Provide executive leadership and strategic oversight of HR operations (benefits, employee relations, compliance, HRIS) run effectively. Hold accountability for people-related budget, risk management, and compliance. Collaborate with Nursing Education and clinical leaders to integrate workforce strategies across clinical and non-clinical areas. Serve as senior people advisor to the COO and executive team.

WHAT YOU BRING Experience & Education

10+ years of progressive HR/workforce leadership experience with at least 5 years in senior leadership roles. Healthcare experience required. Proven track record building workforce programs, leadership development initiatives, and employee engagement systems. Bachelor’s degree required; Master’s in HR, Organizational Development, Business, or related field strongly preferred.

Leadership Capabilities

You’ve designed and implemented workforce programs that measurably improved retention, engagement, or leadership bench strength. You’ve successfully integrated or reorganized HR/people functions. You can manage both day-to-day operations and long-term strategic initiatives simultaneously, influencing leaders across departments without direct authority.

Strategic Mindset

You use workforce metrics and analytics to drive decisions while never losing sight of human impact. You’re passionate about developing people and teams. You thrive in building programs from the ground up and can pivot between strategic planning and hands-on problem-solving. You build trust through visibility, approachability, and consistent follow-through.

What Makes You Successful Here

You think strategically while staying connected to operational realities. You can lead both ‘keep the lights on’ HR operations and transformational workforce strategy without favoring one over the other. You get energized by creation, not just maintenance. You understand rural healthcare challenges—or are eager to learn them.

Don’t check every box? If you’re a strong strategic thinker with 7-9 years of progressive experience ready to grow into this role, we still want to hear from you.

WHAT WE OFFER

Competitive compensation package commensurate with experience, including performance bonus opportunity. Comprehensive benefits including health, dental, vision, retirement, and generous PTO. Professional development budget for conferences and certifications. Relocation assistance available. Direct access to executive leadership and full support to make meaningful impact.
