About This Position

Description:

Job Overview

This position is responsible for planning, training, implementing, coordinating, and monitoring the Child and Adult Care Food Program (CACFP) food program for all AVANCE programs. The person in this position will provide guidance and support to staff as needed to ensure compliance with CACFP guidelines, AVANCE policies and procedures, Head Start Program Performance Standards, Federal, State and Local regulations.

Job Responsibilities

  • Promotes and models the organization’s Core Values.
  • Manages vendor, consultant, and contractor relationships and ensures all policies and procedures, as well as AVANCE Core Values, are upheld.
  • Submits DocuWare and GRAMM expenses through finance system on a consistent and timely basis as per finance department guidelines.
  • Provides direction, evaluation, and oversight to programs to ensure full compliance with Early/Head Start Performance Standards, AVANCE Headquarters, State Licensing Regulations, Texas Rising Star, NAEYC (as it relates to nutrition standards).
  • Implements the CACFP food program for all AVANCE programs and sites in accordance with the Texas Department of Agriculture regulations and contract agreement terms.
  • Develops and implements training as required by Texas Department Agriculture to ensure compliance and ensures food service staff are kept up to date on information for their job responsibilities as required by CACFP and Early/Head Start and Parent-Child Education Program (PCEP) guidelines.
  • Develops and implements programs to foster positive attitudes toward healthy foods and coordinates nutrition activities with direct program staff during mealtime and special events with the children.
  • Ensures the dissemination of USDA/HHS Dietary Guidelines for Americas, the USDA My Plate, Nutrition Facts Labels, and other appropriate resources.
  • Monitors compliance with all applicable local, state, and federal laws on food safety and sanitation laws, including those related to storage, preparation and service of food and the health of the food handlers and develops plans to ensure/correct deficiencies.
  • Prepares and submits the monthly CACFP claim for reimbursement report to Texas Department of Agriculture, Finance, and Compliance & Monitoring departments.
  • In conjunction with supervisor, evaluates and develops the annual menu planning for all program requirements and any necessary revisions throughout the year.
  • Disseminates approved nutrition assessment data, provides nutrition support for families, and in other ways promotes good nutrition habits among children and families.
  • Evaluates, with Nutrition Services Manager, children with special nutritional needs and ensures development of necessary adjustments to menus to meet any special dietary requirements of AVANCE children.
  • Manages and facilitates communication with the appropriate staff regarding monitoring schedules and develops the action plans if needed for center based, home based, and parenting program (all program options).
  • Responsible for ensuring that needed supplies are ordered and disbursed to each program to maintain compliance with the CACFP program.
  • Reviews and audits the monthly CACFP claim for reimbursement reports and submits to the appropriate parties.
  • Assesses and makes decisions regarding food transfers to ensure inventory meets food and safety guidelines as necessary. Contacts Operations to arrange for repairs/replacement of refrigeration units and transfer of food inventory during emergencies and school closures.
  • Performs other duties as assigned.
Requirements:

Education

Required:

  • Bachelor’s degree in Public Health, Health Administration, Nutrition, or related field; in lieu of Bachelor’s degree, 5+ years of applicable experience.

Preferred:

  • Master’s degree in Public Health, Health Administration, Nutrition, or related field.

Work Experience

Required:

  • A minimum of two (2) years related experience in food Service, Early Childhood Education, Health or Nutrition.

Preferred:

  • A minimum of three (3) years of experience in Child Nutrition Program, Early Childhood Education, Health or Nutrition.

Additional Skills Required

  • First Aid and CPR training.
  • Excellent writing, editing and proofreading skills.
  • Proficiency in MS Office software applications with advance skills using Microsoft Outlook, Word, PowerPoint and Excel, and Adobe Acrobat.
  • Preferred bilingual in English and Spanish.
  • Demonstrated ability to achieve high performance goals and meet deadlines in a fast-paced environment.
  • Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
  • Strong interpersonal skills and the ability to build relationships with stakeholders, including staff, board members, external partners, and donors.
  • Emotional maturity with experience working in a culturally diverse environment including the understanding and sensitivity of cultural differences.
  • Highly resourceful team player, with the ability to be extremely effective independently with the capability of managing numerous simultaneous projects.
  • Forward-looking thinker, who actively seeks opportunities and proposes solutions.
  • Knowledge of non-profits using an automated accounting system.
  • Strong analytical, presentation, verbal and written communication, problem solving and decision-making skills.
  • Ability to travel to various training sessions.
  • Must have dependable transportation daily, valid driver’s license, a clean driving record (subject to annual MVR check and policy), current auto liability insurance and be bondable by AVANCE, San Antonio, Inc.

Travel

50% annually on average within assigned area of service.

Working Conditions

Mental and Physical Demands

General office and sedentary, as well as physical activity associated with travel. Regularly required to sit; use hands to handle or feel; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. Use of personal computing equipment.

Maintain emotional control under stress; work with interruptions and deadlines; walking, standing, stooping, bending, pulling, and pushing; occasional: lifting/carrying, pulling/pushing 10-30 pounds. Work evenings and weekends as needed.

Environmental Factors

Occasional exposure to biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.). Occasional exposure to weather related conditions when working in outside environment/neighborhoods and events.
