Position Summary

The Project Manager is responsible for the planning, coordination, and execution of capital improvements, property
rehabilitation initiatives, major repairs, maintenance operations, and regulatory compliance at 444 Richmond Park. Reporting
directly to the Regional Manager, this position provides on-site leadership for the physical operation and stabilization of the
property and serves as the primary point of coordination among internal leadership, maintenance personnel, general
contractors, subcontractors, vendors, consultants, and municipal and county officials.

The Project Manager will directly supervise the Maintenance Supervisor and will be accountable for ensuring that projects and
corrective work are properly scoped, competitively bid, effectively executed, and completed in accordance with established
budgets, schedules, quality standards, and applicable regulatory requirements.

Property & Position Overview
444 Richmond Park is a large-scale multifamily community consisting of more than 700 residential units across multiple
buildings and is currently undergoing a comprehensive stabilization and improvement initiative. The property presents a
unique opportunity for an experienced project management professional to play a significant leadership role in the physical
and operational improvement of the asset.

Current and anticipated initiatives include substantial building repairs and rehabilitation, capital improvements, life-safety and
building-system projects, unit preservation and restoration, infrastructure upgrades, contractor-led projects, and resolution of
municipal compliance matters. The Project Manager will serve as the on-site leader responsible for driving these initiatives
from assessment and scoping through execution, inspection, closeout, and ongoing compliance.

Essential Duties & Responsibilities - Project Management and Capital Improvements
• Plan, coordinate, and oversee capital improvement, rehabilitation, repair, and property stabilization projects from inception
through completion.
• Develop comprehensive scopes of work, project specifications, performance requirements, and bid packages.
• Prepare and issue requests for proposals (RFPs) and solicit competitive bids from qualified contractors and vendors.
• Evaluate proposals for scope, completeness, cost, schedule, and overall value; prepare formal bid analyses and
recommendations for the Regional Manager and Executive Leadership Team.
• Oversee project budgets, schedules, quality control, progress, and completion milestones.
• Review change orders, additional work requests, and scope modifications prior to approval.
• Conduct regular site inspections, identify deficiencies, and manage punch-list items through final completion.

Regulatory and Code Compliance
• Serve as a primary property liaison with municipal and county code enforcement officials, inspectors, and other regulatory
representatives.
• Coordinate inspections, respond to notices of violation, and facilitate timely corrective action.
• Develop corrective scopes of work and oversee repairs necessary to mitigate and resolve code violations.
• Track compliance milestones, re-inspections, required documentation, and final resolution of outstanding matters.
• Maintain organized records evidencing corrective action, inspections, approvals, and compliance.

Maintenance Leadership and Property Operations
• Provide direct supervision, direction, and accountability to the Maintenance Supervisor.
• Establish maintenance and repair priorities in alignment with property stabilization, life-safety, compliance, and capital
objectives.
• Monitor completion of critical repairs, preventative maintenance, building-system work, and property-wide projects.
• Evaluate recurring building and system deficiencies and develop sustainable corrective solutions.
• Coordinate internal maintenance activity with contractor-performed work to minimize disruption and maximize efficiency.

Contractor and Vendor Management
• Establish and maintain professional working relationships with general contractors, subcontractors, consultants, vendors,
and suppliers.
• Verify required licensing, insurance, qualifications, and other documentation as applicable.
• Monitor contractor performance, workmanship, staffing, safety, schedule adherence, and compliance with approved scopes
of work.
• Coordinate contractor access, sequencing, site logistics, and communication with property personnel.
• Address performance deficiencies promptly and escalate material concerns to the Regional Manager.
Financial Management, Documentation and Reporting
• Maintain accurate project budgets, cost tracking, schedules, bid records, contracts, and project files.
• Review contractor and vendor invoices, verify completion of work, and recommend invoices for approval and payment.
• Provide regular written and verbal project updates to the Regional Manager and Executive Leadership Team.
• Identify emerging project risks, budget concerns, schedule delays, or operational obstacles and develop recommended
courses of action.
• Maintain organized documentation sufficient to support project decisions, approvals, compliance, and closeout.

Qualifications
• Three to five years of progressively responsible experience in construction project management, multifamily rehabilitation,
facilities management, capital projects, or a related field preferred.
• Experience with distressed or transitional assets, substantial rehabilitation programs, or large-scale property stabilization
initiatives strongly preferred.
• Demonstrated experience developing scopes of work, soliciting and analyzing bids, managing contractors, and overseeing
projects through completion.
• Experience working with municipal inspections, code enforcement, permitting, or regulatory compliance strongly preferred.
• Strong working knowledge of building systems, construction practices, repair methodologies, project scheduling, and cost
management.
• Strong leadership, organization, communication, documentation, and problem-solving skills.
• Ability to communicate effectively with field personnel, residents, contractors, government officials, and executive
leadership.
• Proficiency with Microsoft Office and the ability to learn and effectively utilize property management and project-tracking
systems.
• Valid driver's license and reliable transportation for business-related travel as required.

Work Environment and Schedule
• This is primarily an on-site management position at 444 Richmond Park Apartments.
• Standard work hours are Monday through Friday, 8:30 AM to 5:00 PM.
• Due to the nature of property operations and active project work, occasional evening, weekend, emergency, and on-call
availability may be required.
• The position may require regular walking of buildings and grounds, accessing active work areas, climbing stairs, and
inspecting maintenance, construction, and rehabilitation work.
