Job Summary

The HR Manager plays a key role in ensuring smooth and compliant daily HR operations across Millennium Residential’s programs. This position serves as the on-site HR point of contact for employees and managers, providing support in employee relations, time and attendance management, onboarding, and benefits administration.

The ideal candidate is a hands-on problem solver with strong interpersonal skills, attention to detail, and a working knowledge of HR compliance within the healthcare or human services field. This role requires a balance of administrative accuracy and people-centered service, helping to maintain a positive, inclusive, and accountable workplace culture.


Location: MD (based in our Towson, MD 21286 office)

Key Responsibilities

    Serve as the primary HR contact for employees and managers and address employee relations concerns, complaints, and workplace issues.Conduct employee investigations and coordinate corrective actions, performance concerns, and policy enforcement.Manage time and attendance, including missed punches, timecard corrections, attendance issues, and exception reports.Manage recruitment, job postings, candidate screening, interview coordination, offers, and hiring activities.Manage the complete onboarding and offboarding process, including background checks, I-9/E-Verify, new-hire documentation, orientation, and employee separations.Maintain accurate, confidential, and audit-ready personnel files and conduct quarterly employee file audits.Track required employee licenses, credentials, background checks, certifications, and training requirements.Maintain employee information and HR transactions in ADP Workforce Now.Track headcount, turnover, vacancies, attendance, corrective actions, and other HR metrics and prepare monthly HR reports for leadership.Assist with FMLA, ADA accommodations, workers' compensation, unemployment, and other HR compliance matters.Ensure HR practices comply with company policies and applicable Maryland and federal employment requirements.
Qualifications and Education Requirements

    Education: 4-year college degree Experience: Minimum of 2–3 years of relevant experience, including at least 5 years in a HR capacity.Knowledge: Strong understanding of employee onboarding, employee relations, time & attendance, benefits administration, reporting, HR systems management, and recruitment.
Skills & Competencies:

    Knowledge of Maryland employment laws and HR compliance requirements.Proficiency in ADP and workforce management systems (ADP Workforce Now preferred).Strong interpersonal and communication skills with a solutions-oriented mindset.High attention to detail and ability to maintain confidentiality.Bachelor’s degree in Human Resources, Business Administration, or related field preferred.Strong understanding of employment law, HR compliance, and healthcare-specific regulatory frameworks.Excellent communication, interpersonal, and conflict resolution skills.Ability to lead diverse teams and manage change in a dynamic, service-oriented environment.
