Program Analyst Senior (CCN NG Technology Implementation Focused)

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Analyst Senior (CCN NG Technology Implementation Focused) based in United States.

This senior-level role sits at the center of large-scale healthcare technology modernization efforts supporting federal programs. You will help coordinate complex, multi-workstream initiatives tied to systems integration and electronic data interchange across enterprise environments. Working within a highly matrixed structure, you will ensure alignment between technical teams, business stakeholders, and program leadership. The role requires strong analytical thinking to translate technical dependencies into clear execution plans. You will contribute directly to improving operational readiness and delivery outcomes across critical healthcare services. This is a fast-paced, mission-driven environment where precision, communication, and structure are essential.

Accountabilities:
  • Lead cross-functional coordination efforts supporting technology implementation initiatives for Community Care Network Next Generation CCN NG and Veterans Family Member Program VFMP, ensuring alignment across business and IT stakeholders within the Department of Veterans Affairs (Organization, United States Department of Veterans Affairs | federal healthcare system).
  • Manage dependencies and integrated schedules across multiple workstreams, proactively identifying risks, escalating issues, and implementing mitigation strategies to maintain delivery timelines.
  • Support Agile delivery processes including Program Increment planning, sprint ceremonies, backlog refinement, and workflow tracking using JIRA (Software, Atlassian JIRA | agile project management tool).
  • Facilitate communication between internal program offices, IT teams, and external Electronic Data Interchange EDI partners, producing executive briefings, status updates, and meeting documentation.
  • Analyze systems integration and EDI workflows to identify gaps, inefficiencies, and technical readiness risks, providing structured recommendations to improve program outcomes.
  • Maintain governance artifacts such as risk logs, decision logs, action trackers, and documentation repositories in compliance with federal program and audit requirements.

Requirements:

  • Minimum 5 years of experience in project coordination, program analysis, or similar roles, including at least 3 years supporting federal healthcare or enterprise-level government programs.
  • Bachelor’s degree in Project Management, Business Administration, Information Systems, or related field; Master’s degree or PMP certification strongly preferred.
  • Demonstrated experience supporting modernization or systems integration initiatives within federal environments such as the Department of Veterans Affairs or Veterans Health Administration (Organization, United States Veterans Health Administration | federal healthcare system).
  • Strong knowledge of Agile methodologies and frameworks such as SAFe, with hands-on experience in PI planning, sprint tracking, and backlog management.
  • Proficiency with collaboration and delivery tools such as JIRA and equivalent systems.
  • Ability to obtain and maintain a Public Trust clearance and meet federal contractor eligibility requirements, including U.S. work authorization.
  • Strong communication, stakeholder management, and organizational skills, with the ability to operate effectively in complex, matrixed environments.
