Job Description
ERG is seeking a senior engineer with expertise in Department of Defense (DoD)/U.S. Navy energetics facility design and construction projects and programs. This role requires extensive knowledge of DoD Unified Facilities Criteria (UFC), Naval Sea Systems Command (NAVSEA) Instructions, building codes, and other facility requirements relevant to renovation and construction of U.S. Navy energetics facilities. The successful candidate must have experience within a manufacturing environment and the wide range of facilities to support these operations, such as those supporting research and development, test and evaluation, energetics manufacturing and processing, fleet support, demilitarization, and disposal.
Candidates should have a strong understanding of the unique facility design considerations associated with energetics manufacturing and processing environments, including process equipment and utilities, hazardous material handling, process safety, ventilation, fire protection, electrical systems, facility layout, material flow, and separation and siting requirements.
This will be a full-time position without a set office location; however, candidates must be located or willing to relocate to the Washington, DC, metropolitan area to attend frequent (at least weekly) on-site client and team meetings. The position will include interaction and support from ERG personnel in various locations, including Arlington, VA, and Indian Head, MD. Indian Head is approximately 30 miles from Washington, DC, 25 miles from Alexandria, VA, and 60 miles from Fredericksburg, VA.
- Oversee engineering teams supporting design, construction and commissioning of facility renovation projects for energetics manufacturing, processing, testing, storage, and explosives ordnance facilities.
- Provide technical oversight of facility designs supporting energetics production and manufacturing operations, including consideration of process equipment, utilities, material flow, production areas, and facility interfaces
- Coordinate multidisciplinary teams to support energetics manufacturing and processing operations, including HVAC, mechanical, electrical, structural, fire protection, civil, and process-related requirements
- Ensure facilities appropriately address the unique safety and facility requirements associated with energetics and explosives manufacturing and processing, including hazardous materials, fire and explosion hazards, ventilation, containment, equipment layout, and facility separation requirements
- Support the development and review of design packages for new construction, facility modifications, process improvements, equipment installations, and renovations within energetics manufacturing environments
- Have an understanding for designs to conform to DoD UFC, NAVSEA Instructions, and relevant regulations, codes, and standards
- Support review of submittals in accordance with DoD, U.S. Navy, and ERG quality-control requirements
- Support review of designs for constructability, maintainability, safety, and compatibility with existing manufacturing and facility operations
- Coordinate with clients, process engineers, manufacturing personnel, safety professionals, construction teams, and other technical stakeholders to resolve design, construction or commissioning issues and develop practical facility solutions
- Fulfill client expectations for quality, schedule, and cost
- Support site visits, facility assessments, design reviews, and technical meetings at DoD/U.S. Navy facilities as needed
- Bachelor’s degree in engineering or a related technical discipline
- 20+ years of relevant experience
- Extensive experience supporting engineering, renovation, modification, and commissioning of DoD/U.S. Navy facilities supporting energetics manufacturing, processing, testing, storage, handling, or explosives ordnance operations
- Strong understanding of engineering requirements and safety considerations associated with energetics and explosives operations, including fire and explosion hazards, hazardous material handling, process safety, facility separation, siting, containment, ventilation, and safe material flow
- Experience supporting the engineering and integration of facilities, equipment, utilities, and infrastructure required for energetics manufacturing and processing operations
- Subject-matter expertise in engineering for explosives and energetics facilities, including new construction, renovation, facility modifications, and infrastructure improvements
- Familiarity with DoD and U.S. Navy criteria and standards applicable to explosives and energetics facilities, including NAVSEA requirements and applicable explosives safety criteria
- Experience conducting technical assessments of existing energetics/explosives facilities and developing engineering recommendations for facility deficiencies, modernization, equipment replacement, process changes, and production capability improvements
- Strong management skills and ability to manage an active portfolio of projects
- Experience with design-bid-build types of construction projects, construction building codes, and permitting processes
- Expertise with at least one but preferably all relevant engineering disciplines, including HVAC, mechanical, plumbing, electrical, structural, fire protection, and civil
- Experience coordinating multidisciplinary engineering teams and integrating manufacturing/process requirements with facility design
- Demonstrated ability to collaborate and communicate effectively with internal and external stakeholders
- Excellent verbal and written communication, problem-solving, conflict resolution, and decision-making skills
- Must currently hold or be able to obtain a Department of Defense Secret-level security clearance
- Must be a U.S. citizen as this position is not eligible for Limited Access Authorizations
$150,000 - $200,000 a year
