DMLSS LogiCole FM Area of Responsibility (AOR) Manager

This role is a key operational leadership position supporting large-scale Defense Health Agency facilities management systems across multiple military treatment facilities. You will oversee regional implementation, sustainment, and performance of DMLSS/LogiCole FM modules, ensuring consistency, data integrity, and operational excellence across assigned areas. Acting as the primary liaison between government stakeholders, program leadership, and on-site facility teams, you will coordinate complex workflows and drive continuous improvement initiatives. The position requires strong analytical, coordination, and project management capabilities in a highly structured federal environment. You will conduct site visits, performance assessments, and compliance reviews while supporting training and operational readiness. This is a mission-critical role focused on optimizing healthcare facilities operations across geographically dispersed sites.

Accountabilities:
  • Provide regional oversight and coordination of DMLSS/LogiCole FM implementation, sustainment, and performance activities across assigned Military Treatment Facilities.
  • Serve as the primary liaison between DHA leadership, program management, facility managers, and technical support teams to ensure alignment and operational continuity.
  • Conduct on-site and remote assessments, inspections, and performance evaluations to identify operational gaps and improvement opportunities.
  • Develop and manage implementation plans, corrective action strategies, and workflow optimization initiatives to enhance system performance.
  • Prepare detailed reports, trip summaries, performance analyses, and recommendations for DHA leadership and stakeholders.
  • Monitor system utilization, data quality, and compliance using BusinessObjects and other reporting tools.
  • Support training programs and ensure onboarding and certification requirements are met for Database Sustainment Specialists and facility personnel.
  • Facilitate cross-functional working sessions to drive continuous improvement and standardization of business processes.
  • Identify and resolve non-compliant processes, operational inefficiencies, and system performance issues across assigned sites.
  • Support enterprise-wide modernization and sustainment initiatives aligned with DHA operational objectives.
Requirements:
  • Minimum 5 years of experience working with DMLSS-FM systems in operational or sustainment environments.
  • Strong understanding of DMLSS/LogiCole FM modules, workflows, and facility management processes.
  • Experience working within DoD, DHA, or Military Treatment Facility environments.
  • Proven ability to conduct site assessments, inspections, and operational performance evaluations.
  • Strong project management and organizational skills with the ability to manage multiple priorities.
  • Experience with BusinessObjects reporting, data analysis, and performance metrics evaluation.
  • Excellent written and verbal communication skills, including formal reporting and briefing experience.
  • Ability to analyze business processes and implement efficiency and quality improvement initiatives.
  • Strong leadership and stakeholder coordination skills in geographically distributed environments.
  • Willingness and ability to travel up to 50% as required.
  • Bonus: experience with CAFM/CMMS systems, government contract environments, or training program development.
