What we are looking for:
We are seeking an experienced construction professional who thrives in a fast-paced public agency environment and enjoys taking ownership of projects from pre-construction through final closeout.

The ideal candidate will bring strong experience managing public infrastructure projects, coordinating with contractors and consultants, reviewing construction documentation, resolving field issues, and serving as an owner's representative during construction.

This position is particularly well-suited for candidates with backgrounds in construction management, resident engineering, public works construction, capital improvement programs, and municipal infrastructure delivery.

Experience working with contractors, utility providers, consultants, and regulatory agencies throughout the construction process is highly desirable.



The team you'll be leading:
The Construction Engineering Division plays a critical role in delivering the City's capital improvement program and supporting construction activities associated with private development projects.

As Construction Manager, you will oversee construction inspection and project delivery efforts while serving as a key liaison between the City, contractors, consultants, utility providers, and project stakeholders. You will help ensure projects are delivered safely, efficiently, and in compliance with approved plans, specifications, permits, and City standards.

This is an opportunity to take a leadership role in some of the City's most visible infrastructure and development projects while helping shape San Marcos' continued growth and success.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  • Assumes responsibility for the Development Services Department's construction management and inspection activities including participating in the development and implementation of goals, objectives, policies, priorities, and budget.
  • Manages and administers multiple private development, right-of-way, and capital construction projects; manages contracts and agreements; ensures completion of projects within budgetary, regulatory, and time constraints.
  • Coordinates activities with various public utilities, outside agencies and organizations, other departments, and the public, to resolve sensitive and controversial construction and inspection issues.
  • Responds to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding construction projects.
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs and reviews with appropriate management staff; implements improvements; ensures project reports are prepared and construction files and records are appropriately maintained.
  • Reviews and garners approval from appropriate design persons of construction submittals, contract change order requests, schedules, and design changes and reviews schedules of construction; prepares and processes progress payments, contract change orders, statements of working days, requests for information response, reports of completion, resolutions of acceptance, and notices of completion.
  • Directs construction operations, services, and activities in accordance with applicable regulations and standards for infrastructure construction and employee safety and training.
  • Directs, coordinates, and reviews the work of construction and inspection operations, services, and activities; monitors work flow; assigns work activities and projects and works to identify and resolve problems; reviews and evaluates work products, methods, and procedures; negotiates and resolves construction disputes and participates in construction claim defense.
  • Inspects and administers grading, storm drain, retaining wall, roadway, lighting, and surface improvements of private development projects.
  • Manages and supervises consultant project management, inspection, materials testing, and survey services; administers the selection of and negotiates contracts and fees for consultant services; and monitors consultant budgets and recommends approval of consultant payments.
  • Oversees right of way permit process; reviews and approves right of way permit applications; issues permits; and monitors conformance of construction to excavation ordinance requirements.
  • Reviews and comments upon plans and specifications in process of design for consistency and constructability; coordinates the review and approval of traffic-handling plan submittals.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works construction management.
  • Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees on performance issues in coordination with Human Resources; implements discipline in consultation with Human Resources; responds to staff questions and concerns.
  • Establishes and maintains safety programs for assigned staff; implements related action plans. Responds to work related injury and/or illness.
  • Responds to after-hours emergencies and callback when necessary; serves in rotating after-hours, on-call, emergency callout duty with other Development Services personnel, if eligible.
  • Performs other related duties as required.
QUALIFICATIONS

Knowledge of:
Operational characteristics, services, and activities of a public works construction inspection program; principles, practices, and techniques of construction management, program development, program administration, and organization; principles and practices used in storm water compliance inspection and reporting; Standard Specifications for Public Works Construction; regionally accepted standard plans; principles and practices used in the planning, design, inspection, and construction of public works facilities; pertinent federal, state, and local laws, codes, and regulations related to public works construction, including public contract law; principles and practices of contract administration; civil, structural, electrical, traffic, geotechnical, and mechanical engineering principles and practices as they relate to construction management and inspection services; general construction principles and practices; principles and practices of municipal budget preparation and administration; principles and practices of personnel management, supervision, training, and performance evaluation; principles of business letter writing, report preparation, and record-keeping; occupational hazards and standard safety precautions; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; computer programs used for construction project management, scheduling, and inventory; customer service principles and techniques; and English usage, spelling, grammar, and punctuation.

Ability to:
Oversee and participate in the management of a public works construction projects and inspection program; supervise, direct, and coordinate the work of subordinate staff and contractors; select , supervise, train, and evaluate staff; participate in the development and administration of program goals, objectives, and procedures; research, analyze, and evaluate new service delivery methods and techniques; prepare and administer program budgets; prioritize multiple, complex projects and programs within specific time frames; compile data, maintain records and files, and participate in the preparation of clear and concise reports; oversee and participate in the provisions of a high level of customer service to internal and external customers; work cooperatively with other departments, City officials, and outside agencies; respond to requests and inquiries from the general public; tactfully and courteously represent the Development Services Department during public contacts; prepare clear and concise administrative and financial reports; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; interpret and apply federal, state, and local policies, laws, and regulations; assist in the preparation and review of plans and specifications including those for all types of public works projects; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; demonstrate an awareness and appreciation of the cultural diversity of the community; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
EDUCATION AND EXPERIENCE
Education/Training:
A Bachelor's degree from an accredited college or university with major course work in civil engineering, construction management, or closely related field is preferred and highly desirable. However, equivalent experience, certification, licensure and/or education will be considered in lieu of a degree.

Experience:
Five years of professional level construction management, project management, civil engineering, public works contract administration, or construction inspection experience related to area of assignment including two years of project management, administrative, and/or supervisory responsibility. Experience with computer programs used for construction project management, scheduling, and inventory, is desirable.

License or Certificate:

Possession of an appropriate, valid driver's license with satisfactory driving record. Within six-months of employment a Qualified Storm-water Practitioner Certificate is required if incumbent does not possess the certificate at time of hire.


Special Requirements:

Possession of certification or license related to civil engineering, inspection, or construction, as issued by the State of California, the American Public Works Association, the American Construction Management Association, the International Conference of Building Officials, or an association of professional contractors, is highly desirable.



Benefits:

Holidays – The City observes fourteen (14) paid holidays that include eleven (11) specifically designated days and three (3) floating holidays.

Vacation Leave – A new employee will accrue eighty (80) hours of vacation per calendar year for the first two years of service, one hundred, twenty (120) hours for years three through five, one hundred, sixty (160) hours for years six through ten and two hundred (200) hours after eleven years. Vacation accrual begins immediately; however, a new employee is not eligible to take vacation leave until the completion of six (6) months of service with the City.

Sick Leave – A new employee will earn ninety-six (96) hours of sick leave each year.

Bereavement Leave - Employees are eligible to use up to 40 hours of bereavement leave per fiscal year.

Group Health Insurance Program – A new employee will become a member of one of the City's group health plans (Aetna HMO, Aetna AVN HMO, Aetna PPO, or Kaiser HMO) effective the first day of the month following their date of hire. Per current MOU the City will pay 90% of the health care premium and employees will pick up 10% of the premiums of the plan they select.

Voluntary Dental/Vision Insurance Programs – The City offers two voluntary dental insurance programs, an HMO program and a PPO Program, as well as a voluntary vision insurance program.

Section 125 Flexible Spending Account – All employees are eligible to participate in the City's Section 125 Flexible Spending Account plan administered by Benefit Coordinators Corporation (BCC). This is an IRS-approved plan which enables you to have withheld from your paycheck an amount to cover eligible dependent care, and certain eligible medical expenses without being subject to federal income or social security tax on the income used to pay for these benefits.
Retirement - The City participates in both the Social Security (FICA) and the California Public Employees' Retirement Systems (CalPERS). The City currently contracts with CalPERS for the 2% at 55 benefit formula, Post-Retirement Survivor Allowance, and 3 year average final pay for CLASSIC members and 2% at 62, Post-Retirement Survivor Allowance, and 3 year average final pay for PEPRA (new) members. Employees will contribute 7% or 6.5% towards CalPERS, depending whether a classic or new member

Retiree Health Savings (RHS) – All employees participate in a Retiree Health Savings plan through the ICMA Retirement Corporation.
Additional Benefits The City offers additional benefits such as short and long-term disability, group life insurance, accidental death and dismemberment insurance, employee benefit allocation program and workers' compensation insurance.
