IT Program Manager (TRIRIGA / Maximo)

Location: Washington, DC Metro Area (Hybrid)

Metric5 is seeking an IT Program Manager with expertise in enterprise system implementations (TRIRIGA/Maximo preferred) to lead the day-to-day execution of an upcoming Department of Homeland Security (DHS) project managing real property and logistics assets.

Key Responsibilities

  • Program & Project Execution: Serve as the primary operational leader responsible for the day-to-day execution of the project lifecycle. Manage projects varying in size, complexity, delivery type (new builds, existing systems, or transitions from another provider), and life cycle phases using Agile methodologies.

  • Agile Artifact Delivery: Manage cross-functional Agile delivery teams to produce key development artifacts, including Sprint/Product/Release Backlogs, Burn-down/up charts, and Team Velocity metrics.

  • Schedule & Budget Management: Develop and manage project performance and integrated schedules using MS Project, Jira, and Confluence, ensuring complete transparency into schedule and budget status.

  • Risk Management: Proactively identify, prioritize, and mitigate technical and operational risks; communicate and escalate issues to stakeholders as needed.

  • Governance & Documentation: Prepare, develop, and manage project schedules for all release cycles in accordance with Systems Engineering Life Cycle (SELC) guidelines.

  • Deliverables & Project Administration: Provide weekly progress reports to the Contracting Officer (CO) and Contracting Officer's Representative (COR) detailing labor hours, costs, schedule status, and risk assessments. Lead monthly performance reviews and progress meetings with the COR.

  • Communication Plans & Stakeholder Management: Develop Communication Plans to support broad deliverable coordination, executive briefings, agendas, and administrative documentation.

  • People & Team Leadership: Oversee team members through active performance management, bi-annual reviews, ongoing coaching, and professional development.

  • Continuous Improvement & Training: Drive processes to implement ongoing improvements for products, services, and workflows. Support the creation of training materials and technology demonstration sessions.

  • Corporate Contribution: Participate in Metric5 corporate activities and growth initiatives.

Required Qualifications & Experience

  • Overall Experience: Minimum of 10 years of experience in information systems development and end-to-end project management from inception through deployment.

  • People Management: Demonstrated track record of leading, managing, and evaluating cross-functional technical teams (including performance assessments and reviews).

  • Enterprise Implementations: Proven experience leading large-scale system implementations, integrations, or data migrations.

  • Communication: Exceptional verbal and written communication skills with the ability to discuss complex technical topics clearly and concisely.

Preferred Qualifications

  • Hands-on experience or familiarity with IBM TRIRIGA and/or IBM Maximo enterprise platforms.

  • Experience managing federal IT projects within DHS or using SELC frameworks.

Education: Bachelor’s degree in Business, Information Technology, or related field

Clearance: U.S. Citizenship required; must be able to obtain and maintain a DHS agency-specific Public Trust.

Location: Must reside in the Washington, DC Metro area for hybrid work requirements.

Salary: $135,000 - $155,000 annually
