Personal Property Appraiser I:

The Personal Property Appraiser is responsible for valuing taxable business personal property, through established processes identified within the Colorado State Statutes, the Assessors Reference Library and office policy. The Personal Property Appraiser maintains personal property records and performs field appraisals and internal audits within Delta County as well as supporting protested valuations. The Appraiser performs all duties associated with mobile home and real property transfers, plats and processing other legal documents.

Personal Property Appraiser/Administrative Coordinator:

The Personal Property Appraiser/Administrative Coordinator (Coordinator) is a lead administrative position. In addition to the duties described above, the Coordinator position trains and mentors new department clerk staff who’s duties include processing title conveyance documents, researching legal descriptions, processing plats and all departmental clerk responsibilities. The coordinator supports all personal property valuations through all levels of appeal, oversees the senior exemption program and processes applications for property tax exemptions for those properties located within Delta County.

The Coordinator position is knowledgeable on the valuation of business personal property in the state of Colorado, including assessment calendar deadlines and state audit requirements. This position interacts both in person and in writing with the public, co-workers and all collaborators in a professional and knowledgeable manner.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

Personal Property Appraiser I:

  • Discovers, lists, classifies and values all taxable personal property in the County.
  • Applies the principles of business personal property valuation in accordance with the statutes and the Assessment Calendar.
  • Performs field audits of business personal property at business premises to establish a basis for valuations.
  • Responds to public inquires (in person, telephone, email, mail) regarding the personal property ad valorem process.
  • Maintains database, systems, and records (legal parties, tax area, taxable status) pertaining to personal property. Creates, records, and maintains information about business personal property attributes using Tyler ECS software or other software as required.
  • Researches and confirms business personal property listings using available resources.
  • Organizes and maintains department files; sorts and scans a variety of documents, including sensitive and confidential information.
  • Receives, tracks, and processes all documentation relating to taxable personal property received within the department.
  • Generate and provide declaration schedules, abatements and other forms requested by owners/agents.
  • Researches personal property ownership and agents to ensure accurate recordkeeping.
  • Inputs personal property protests and process thru assessor and Board of Equalization Appeals.
  • Read and remain current of legal transfer statutes and procedures.
  • Utilizes the software programs, Pictometry, and other available resources to identify and add omitted property to the tax rolls.
  • Maintain confidentiality when processing confidential documents.

Personal Property Appraiser/Administrative Coordinator:

In addition to all responsibilities above, the Coordinator also:

  • Mentors and provides training in a professional and collaborative manner; serves as back up to department clerks.
  • Ensures compliance with the State of Colorado's annual audit policy; assist with any state auditing requirements and descriptions in connection with valuation work.
  • Oversees the administration of the Senior Exemption program.
  • Receives and processes property tax exemption applications and personal property protests thru all levels of appeal.
  • Assists in valuing severed minerals and oil and gas equipment and production located within the County.
  • Becomes proficient in performing all duties associated with mobile home and real property transfers.
  • Processes subdivision, re-subdivision, townhome, condominium, and planned unit development plats.
  • The primary location of employment for this position is the designated Delta County office with the exception of required duties that are to be performed off site as necessary. The employee is required to perform the majority (generally, at least 95%) of assigned duties from this designated office location to allow for client, customer and coworker access and collaboration, unless prior written approval for an alternative arrangement, such as temporary remote work, has been granted by the employee's direct supervisor and/or department head and maintained in the employee personnel file.
  • Reliable and predictable attendance and punctuality are considered essential functions of this job. Employees are expected to be at their work area and ready to work at the scheduled start time to ensure consistent service delivery and operational efficiency.

GENERAL JOB DUTIES (both positions):

  • Mails annual declarations to all taxable personal property, severed minerals and oil/gas accounts.
  • Remains up to date on technical and professional knowledge by attending educational workshops, joining professional associations, building networks with fellow professionals and reviewing of industry publications.
  • Orders of office supplies through approved vendors.
  • Organizes work, sets priorities, meets statutory and office defined deadlines, and follows up on assignments with minimal direction.
  • Applies logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols.
  • Analyzes and defines complex problems, collect data, establish facts and draw valid conclusions.
  • Communicates clearly and effectively, both orally and in writing.
  • Prepares clear and concise reports, correspondence and other written materials.
  • Establish and maintains effective working relationships with department heads, other governmental agencies, other employees, officials and the general public.
  • Should the Board of County Commissioners or another authorized representative issue a local disaster declaration in Delta County, all Delta County employees may be called upon to serve as disaster service workers.
  • Performs other and similar duties as assigned.
Requirements:

Education:

  • High School diploma or GED is required; associates degree or higher is preferred.
  • Additional coursework in personal property assessment, accounting/bookkeeping, auditing of business personal property, property tax, and Colorado tax laws and statutes is preferred.

Experience:

Personal Property Appraiser Entry:

  • Successful completion of Personal Property Appraisal courses within first two (2) years of employment
  • Successful completion of two-day Uniform Standards of Professional Appraisal Practice course
  • At least two (2) years of experience in a business office environment providing customer service to the public, answering phone calls, emails and other communications is required.

Personal Property Appraiser /Administrative Coordinator:

  • Minimum of two (2) years of experience discovering, listing, classifying and valuing personal property is required.
  • Minimum of two (2) years of experience related to equipment valuation and oil and gas production valuation is preferred.
  • One (1) year of lead/supervisory experience is preferred.
  • At least two (2) years Assessor’s Office experience is preferred.

Licenses/Certifications:

  • Current and valid Colorado Driver’s License required.
  • Must successfully pass background check.

Combination of education and experience could waive specific requirement.

PHYSICAL REQUIREMENTS:

Physical Requirements: Ability to walk, stand, sit, type, use hands to finger, handle or feel objects or tools, reach with hands and arms, talk, listen, hear, read, see, lift, grasp, pull, drive, bend, walk on rough terrain, climb terrain and stairs, climb in/out of vehicle is required.

Lifting: 25-pound requirement

Exposure to Elements: Normal office conditions; extreme weather, sun, dust, wind, rain, road conditions, cold, snow, ice, heat; requires driving and walking during inclement weather is likely.

Handling of Dangerous Equipment: None

Risk of Assault or Injury: Verbal assault on the telephone or in person possible; there is a risk of physical injury when performing property site visits.
