Job Description
Job Function:
This position operates with minimal direct supervision under the Public Works and Utilities Director and must exercise considerable independent judgement and problem solving skills. This is responsible professional and administrative work, involving the management and coordination of a variety of public works construction projects for the City. The incumbent of this position is responsible for tasks involving monitoring the work of contractors, architectural and engineering consultants, and inspection personnel engaged in the construction and inspection of a variety of complex City projects to include City buildings, utility infrastructure involving water, sewer and storm water, and park development and improvements. Responsibilities include the coordination of multiple projects simultaneously in various phases of development including design management, construction management, contract administration, and inspection.

Essential Duties:
- Works with consultant design professionals in the planning, design and permitting of various Projects such as Utility Plant Operations; Utility Line Construction, Operations and Maintenance; SJRWMD & FDEP Permit Applications and Modifications; and assist in the operations of the Department.
- Coordinates signing of contracts with contractors.
- Attends meetings with consultants, contractors, and subcontractors.
- Manages and performs grant administration and applies for reimbursements.
- Manages and monitors construction projects through on-site inspections.
- Manages production of in-house projects to be performed by Department personnel.
- Communicates with project stakeholders to obtain their project related input and to keep them informed during all phases of the project.
- Maintains accurate and complete project records.
- Driving of City Vehicles (A valid Florida Driver’s License is required).
- Makes oral and written reports.
- Performs other related functions as assigned.
Knowledge, Skills, and Abilities:
- Ability to read and interpret plans, specifications, permits and federal / state laws as they pertain to the City of Mount Dora
- Provide technical assistance to all Departments in the City of Mount Dora.
- Ability to read, interpret, and follow all City safety rules, policies, practices and procedures and use all safety equipment.
- Knowledge of materials, methods, practices and equipment used in the construction/maintenance field.
- Knowledge of how to meet and tactfully deal with the general public and express oneself effectively and clearly in writing and orally.
- Ability to plan, lay out, and administer the work of professional, technical, clerical, and maintenance personnel.
- Ability to establish and maintain effective relationships with employees, City officials and the general public.
- Ability to assume assigned responsibilities during hurricanes and other adverse weather events.
- Ability to recommend strategies to resolve problems in the Department.
Required Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills and abilities required.
- A minimum of five (5) years of progressive experience managing construction projects within a municipal public works and utilities department.
- Bachelor’s degree in Engineering, Architecture, Construction, or closely related field preferred.
- Possess and maintain a valid Florida Driver's License.
- A comparable amount of education and/or experience can be substituted for the minimum qualifications.
- Complete the required National Incident Management System (NIMS) training within six (6) months of completion of probationary period.
Essential Physical Skills:
- Ability to communicate effectively in English both orally and in writing.
- Acceptable eye sight (with or without correction).
- Acceptable hearing (with or without hearing aids).
- Ability to sit, reach, stoop, kneel, crouch, climb, work from heights, stand, walk, pull, heavy lifting, using fingers, grasping, and strenuous physical work.
- Ability to exert up to eighty (80) pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
- Ability to operate two-way radios, hand and small power tools, and have basic computer abilities.
- Ability to climb ladders.

Environmental Conditions:
- Works both inside and outside. Outside environment is subject to sun, heat, humidity, rain, cold and inclement weather, and
