Job Title: Motor Vehicle Regulations Technician I
Division: Driver Responsibility

Location: 501 S. 2nd St., Springfield, IL – Sangamon County
Salary: Range from $3,892 to $5,490 monthly – commensurate with experience.

Overview:

Performs difficult paraprofessional work in the review and analysis of files, records and documents to determine the status of driving privileges or to determine the vehicle registration enforcement action usually dealing with specific narrow portions of the Illinois Vehicle Code where statutory provisions and related procedures are well defined; analyzes and reviews driver’s license/identification card applications and/or exception reports to determine error on applications processed in the facilities and whether or not card can be issued; provides routine technical information via telephone to customers and facilities regarding record correction and/or direction when processing applicant; provides routine information via telephone to applicants regarding correspondence sent; authorizes cancellations and clearance of cancellation when applicant complies; initiates and authorizes correspondence to applicants to return to the facility for issuance of corrected driver’s license/identification card; works independently and with a team to ensure that the Central Issuance program rules and procedures are being applied consistently to all applications; researches and processes refund requests received from Accounting Revenue and/or when the applicant makes a refund request.

Duties and Responsibilities:
  • Analyzes and reviews driver’s license/identification card applications and/or exception reports to determine error on applications processed in the facilities (ie: restrictions, classification, expiration date, short fees, driver’s license or identification number incorrect) and whether or not the card can be issued; researches each issue, coordinates with other divisions and Fraud Unit regarding the verification process and/or suspicious records or documents.
  • Provides routine technical information via telephone to customers and facilities regarding record correction and/or direction when processing applicants, card status, acceptable documents, reasons for issuance denial, etc.; provides routine information via telephone to applicants regarding correspondence sent related to application information.
  • Authorizes cancellations to applicants for non-compliance of instructions for correction of DL/ID errors in the facilities; authorizes clearance of cancellation when applicant complies.
  • Initiates and authorizes correspondence to applicants to return to the facility for issuance of corrected license/ID due to driver’s license/identification card (DL/ID) errors when processed through the facilities.
  • Works independently and with a team to ensure that the Central Issuance program rules and procedures are being applied consistently to all applications.
  • Researches and processes refund requests received from Accounting Revenue and/or when the applicant makes a refund request.
  • Performs other duties as required or assigned.
Education and Experience:

Requires knowledge, skill and mental development equivalent to the completion of high school AND one (1) year responsible clerical experience dealing with laws, rules or regulations in a public or private organization.

Knowledge, Skills and Abilities:
  • Requires working knowledge of applicable portions of Chapters 3, 6, 7 and/or 11 of the Illinois Vehicle Code.
  • Requires working knowledge of business English and composition.
  • Requires working knowledge of office practices and procedures.
  • Requires working knowledge of the driver’s license examination procedures and Administrative Hearings Department procedures.
  • Requires working knowledge of insurance principles and terminology.
  • Requires ability to exercise independent judgment in making decisions in accordance with applicable laws and to apply proper procedures.
  • Requires ability to analyze difficult cases and render decisions concerning the denial or reinstatement of driving or vehicle registration privileges.
  • Requires ability to effectively communicate both orally and in writing.
  • Requires ability to deal tactfully with the public.
  • Requires ability to maintain a satisfactory working relationship with other employees.
