Job Description

Job Summary
We are seeking a skilled Web Content Developer to support the Army University Press in the development, remediation, and publication of high-quality academic and professional content across digital platforms.
The ideal candidate will have strong experience converting Adobe InDesign publications into accessible HTML and PDF formats, with a thorough understanding of HTML5, CSS3, WCAG, PDF/UA, and Section 508 accessibility standards. This position requires exceptional attention to detail, strong technical and communication skills, and the ability to work independently and collaboratively in a deadline-driven environment.

Essential Duties and Responsibilities
  • Convert and publish content from Adobe InDesign to accessible HTML and PDF formats.
  • Develop, maintain, and edit clean, semantic HTML5 and CSS3 using code editors.
  • Ensure all web and PDF content adheres to WCAG 2.1, PDF/UA, and Section 508 compliance standards.
  • Use code editors to develop and maintain clean, semantic HTML5 and CSS3 code.
  • Remediate PDF documents using accessibility tools, including PAC 2024 Checker and similar testing tools.
  • Utilize text-to-speech (TTS) tools to produce accessible audio formats from textual content.
  • Optimize titles, headings, metadata, URLs, internal links, and structured data to support traditional and generative search.
  • Manage content updates using DotNetNuke (DNN) or similar CMS platforms.
  • Apply User Experience (UX) and Search Engine Optimization (SEO) best practices.
  • Analyze digital engagement and content performance using Google Analytics, Looker Studio, and social media analytics.
  • Collaborate with technical and non-technical stakeholders to promote digital accessibility across platforms.
  • Stay current with evolving web technologies, accessibility laws, and federal standards.

Education and Experience
  • Bachelor's degree in Computer Science, Web Design, Graphic Design, or a related field is preferred.
  • Equivalent education, training, or relevant professional experience may be considered.
Skills and Qualifications
  • Web Development — HTML & CSS
    • Experience creating and maintaining webpages using HTML and CSS.
    • Strong understanding of responsive web design and cross-browser compatibility.
    • Experience with Bootstrap layouts, grids, components, and responsive design.
    • Ability to embed and format videos, audio, QR codes, and other multimedia resources.
    • Ability to format complex publication elements for the web, including footnotes, endnotes, quotations, sidebars, references, and citations.
    • Strong proofreading, editing, and quality-control skills.
    • Working knowledge of JavaScript is a plus.
  • Accessibility & Section 508
    • In-depth knowledge of WCAG 2.1 accessibility standards.
    • Experience developing, testing, and remediating webpages for accessibility compliance.
    • Experience creating and remediating accessible PDFs in accordance with PDF/UA and Section 508 requirements.
    • Familiarity with accessibility testing and remediation tools and techniques.
    • Ability to create accessible links, tables, lists, headings, captions, images, forms, and multimedia content.
  • Adobe Creative & Digital Publishing
    • Demonstrated experience with Adobe InDesign for the layout and production of digital journals, publications, or similar content.
    • Experience converting InDesign content into accessible digital formats.
    • Proficiency with Adobe Photoshop and Adobe Illustrator.
    • Experience creating and editing web graphics, banners, and social media visuals.
    • Ability to optimize images for web use while maintaining quality and efficient load times.
  • AEO, GEO, SEO & Analytics
    • Understanding of how search engines and generative AI systems discover, interpret, and cite web content.
    • Experience optimizing titles, headings, metadata, URLs, internal links, and other on-page content.
    • Familiarity with structured data and other techniques that help search engines and AI systems understand digital content.
    • Knowledge of emerging generative-search and AI-search behavior.
    • Experience using Google Analytics, Looker Studio, and/or similar digital analytics platforms.
  • Content Management & Social Media
    • Experience managing content through DotNetNuke (DNN) or a similar CMS.
    • Experience creating and managing content for social media platforms, including X, LinkedIn, Facebook, and Instagram.
    • Ability to develop and execute social media content strategies aligned with organizational goals.
    • Familiarity with social media management platforms for scheduling, analytics, monitoring, and engagement.
  • Generative Audio & Text-to-Speech
    • Experience with text-to-speech or generative audio tools is a plus.
    • Ability to prepare written content for accessible audio production.
    • Understanding of accessibility considerations for digital audio content.

    • Must be dependable, punctual, and able to maintain regular attendance as scheduled.
    • Must be able to effectively manage multiple priorities and meet established deadlines.
    • Must be able to communicate clearly and professionally, both orally and in writing.
