The Position

In this position, you will serve as the Subject Matter Expert for Order Preparation / Provisioning in support of the DISN Consolidated Provisioning (DCP) effort at the Columbus, Ohio location. This position provides senior technical and operational support for the Order Preparation phase of the provisioning lifecycle, where draft service orders are developed from validated service requests and preliminary circuit designs and transitioned through Government-provided systems.

The SME will serve as a technical escalation point for Order Preparation / Provisioning personnel, provides shift-level technical guidance, supports training and quality improvement, and assumes delegated technical-lead responsibilities that reduce routine workload on the Team Lead while remaining within established authority limits. The SME will maintain expert working knowledge of draft service-order development, DISN and commercial circuit paths, Held in Abeyance (HIA) resolution, Telecommunications Service Priority (TSP), Quality of Service (QoS), Government tracking repositories, MCL and CP&D documentation, EIS transition activities, and related DCP functional interfaces while continuing to perform production work as mission needs require.

Requirements:

1. Serve as the technical and operational escalation point for Order Preparation / Provisioning personnel for complex or unresolved service-order issues, WWOLS processing questions, circuit-path concerns, HIA conditions, TSP or QoS requirements, Government tool or repository discrepancies, commercial provisioning questions, and other matters that cannot be resolved through normal peer collaboration. Research the issue, provide technical guidance or a recommended path forward, and escalate matters requiring Team Lead, management, government, or customer action.

2. Maintain expert working knowledge of Order Preparation / Provisioning functions and strong working knowledge of the broader DISN provisioning lifecycle, including order entry, preliminary circuit design, order preparation, solution design, circuit activation, commercial leasing, facilities engineering support, service-order documentation, and cross-functional dependencies. Apply this knowledge to support accurate, timely, and cost-effective service delivery.

3. Review complex, unusual, high-priority, or high-risk Order Preparation work products for technical accuracy, completeness, proper documentation, and compliance with approved processes before release. Validate draft service orders, circuit paths, TSP requirements, critical QoS parameters, Government repository entries, MCL and CP&D updates, and other provisioning data as appropriate, and provide corrective technical guidance when deficiencies are identified.

4. Lead or support resolution of HIA items, blocked orders, mission-critical requirements, expedite conditions, and other provisioning impediments by identifying dependencies, coordinating with appropriate Government, DISA, carrier, vendor, and internal DCP functional teams, documenting status and actions, and elevating issues when established timelines, customer expectations, or mission requirements are at risk.

5. Monitor shift-level workload, aging orders, suspense dates, HIA items, release schedules, queue distribution, and team availability. Recommend workload adjustments or reprioritization based on mission priority, order age, employee capability, training needs, and Team Lead direction. When delegated appropriate authority, coordinate shift-level work assignments while keeping the Team Lead informed of material impacts, risks, or conflicts.

6. Lead foundational technical training and provide ongoing coaching for Order Preparation / Provisioning personnel. Establish a consistent baseline for approved processes, Government tools and repositories, WWOLS usage, draft service-order development, circuit-path documentation, TSP and QoS requirements, HIA handling, MCL and CP&D updates, and cross-functional coordination before employees transition to peer-based training or independent production work. Conduct refresher or targeted remediation training as needed.

7. Review recurring technical and quality issues, including incorrect service-order data, documentation deficiencies, HIA handling errors, release delays, TSP or QoS issues, and inconsistent use of approved procedures. Provide corrective coaching, identify trends requiring broader training or process action, and partner with the Team Lead to improve consistency and quality across the team.

8. Develop, maintain, and standardize Order Preparation / Provisioning technical documentation and institutional knowledge, including training guides, job aids, standard operating procedures, escalation paths, functional-area contacts, tool references, HIA guidance, and common resolution methods. Support consistent execution during changes to Government tools, repositories, workflows, or customer requirements and reduce dependence on a single individual for specialized knowledge.

9. Support quality and continuous process improvement by analyzing recurring rework, HIA causes, release delays, tool or data discrepancies, provisioning bottlenecks, and cross-functional breakdowns. Perform or support root-cause analysis and recommend improvements to training, documentation, workflow, tools, quality checks, or technical practices.

10. Serve as an alternate technical point of contact for Order Preparation / Provisioning when requested. Participate in Government, customer, project, or cross-functional meetings; present technical status and provisioning information; support preparation of metrics, status reports, and high-visibility updates; and communicate significant risks, dependencies, and escalation items to the Team Lead.

11. Mentor and develop personnel for expanded responsibilities within Order Preparation / Provisioning and across DCP functions. Help assess technical readiness, identify knowledge or skill gaps, provide structured learning and cross-training opportunities, and recommend personnel who demonstrate readiness for advanced provisioning responsibilities or future progression.

12. Continue to perform Order Preparation / Provisioning production work as mission requirements dictate, including developing draft service orders, transitioning approved requests through Government-provided systems, documenting DISN and commercial circuit paths, tracking service orders, maintaining MCL and CP&D information, reviewing TSP and QoS requirements, supporting EIS transition and TSIP activities, and coordinating actions necessary for accurate and timely service delivery.

13. Ensure compliance with applicable safety, security, worksite access, information protection, customer, contract, and organizational requirements, including required training and certifications. Perform other duties or projects as assigned and support delegated technical-lead responsibilities during periods when the Team Lead is unavailable, within established authority limits.

Supervisory Responsibility

This position may have personnel supervisory responsibility. The SME provides delegated technical leadership, escalation support, training, coaching, workload coordination, technical review, and other shift-level operational assistance within established authority.

Work Environment

This job operates in a professional secure office environment. This role routinely uses standard office equipment such as computers, phones, copiers, filing cabinets, and fax machines. Government or ICS-owned equipment and materials will be maintained in a safe and secure location. While working in a remote office capacity, the position requires a safe and ergonomically sound work environment and holds ICS harmless for injury to others at the remote location.

Physical / Mental Demands

This is primarily a sedentary role; however, some mobility and filing are required. This would require the ability to move from one location to another, lift files, open filing cabinets, and bend or stand as necessary. Ability to type on a keyboard and use computer monitors for extended periods. This position requires the ability to read, analyze, and interpret data for long periods and make decisions in a high-pressure environment.

Position Type/Expected Hours of Work

This is a full-time position requiring at least 40 hours per week to meet contract requirements. The position may support either day shift or second shift, based on operational needs. Day-shift hours must begin and end within DISA core business hours of 6:30 AM to 5:30 PM Eastern Time. Second shift typically operates from 2:00 PM to 10:00 PM Eastern Time. After-hours work or work beyond 40 hours per week may occasionally be required. position working at least 40 hours per week to meet the needs of the contract hours requirement.

Travel

Limited travel is expected for this position, less than 10% throughout the year.

Education and Experience Requirements

1. High School diploma or equivalent, and

2. Six (6) years or more of military experience in a communications field or an applicable technical field.
