Job Description
Serving as project manager for annual lead service line replacement projects; providing technical and managerial support for the City’s mandated lead compliance activities; developing long-range objectives for utility system needs; maintaining records and preparing reports.
GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs complex professional work involved with the review, design, construction, inspection and maintenance of a variety of utility facilities; does related work as required. Work is performed under the general supervision of the Water Director. Supervision may be exercised over subordinate technical and utilities personnel.
This is light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, reaching, standing, walking, lifting, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, hazards, atmospheric conditions, oils, and wearing a self-contained breathing apparatus.
KNOWLEDGE, SKILLS AND ABILITIES:
This person will be responsible for the day to day management of the lead service line replacement programs in the City, including managing consultants and contractors who implement the planning, design engineering, bidding, and construction services. Field supervision may be necessary at times.
EDUCATION AND EXPERIENCE:
Graduation from an accredited college or university with a degree in civil engineering or related field and significant previous experiences performing similar duties. Other bachelor’s degrees may be considered, if combined with significant experience.
Previous experience with lead service line replacement projects will be highly preferred.
SPECIAL REQUIREMENTS:
In depth knowledge of and familiarity with current laws, rules and procedures related to lead and PFAS compounds is required. Experience with lead service line replacement projects is highly preferred.

KNOWLEDGE, SKILLS AND ABILITIES:
- Comprehensive knowledge of the methods and practices of the equipment and tools of water system operation, construction, repair and/or maintenance;
- Thorough knowledge of the practice and techniques of lime soda softening water treatment operations and applicable laws and regulations;
- Thorough knowledge of the occupational hazards and safety precautions of the work and related equipment operation;
- Ability to prepare plans and detailed reports;
- Ability to plan and supervise the work of skilled, semiskilled or unskilled workers on a large scale over a wide area;
- Ability to establish and maintain effective working relationships with associates, contractors, Federal and State regulators and the general public.
