The Broward County Board of County Commissioners is seeking qualified candidates for Contract/Grant Administrator, Senior - Parking.

The Broward County Aviation Department seeks a highly motivated and energetic Contract Grant Administrator Senior to assist with the daily functions of the Airport Parking Operations. This position will be initiating, coordinating, and/or administering high-level projects involving Aviation procurements and/or contract administration/invoice processing, including specification writing. Work involves monitoring or evaluating compliance with the terms of a contract that has operational responsibilities of a high-level scope and/or reviewing agency adherence to established standards. Activities will also include monitoring or evaluating compliance with established contract requirements. Contracts include airport parking revenue control and airport parking management.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years in procuring, managing and/or monitoring contracts, grants and/or leases or closely related experience including six (6) months lead work experience.

Special Certifications and Licenses
  • Must possess a valid Florida Driver's License with the authority to drive a county vehicle for the duration of the appointment.
  • Must obtain and maintain a Security Identification Display Area badge (SIDA) and maintain a Customs and Border Protection Seal.
Preferences
  • Masters'' Degree
  • Public sector procurements and/or contract, grant, or lease administration experience.
  • PeopleSoft experience.
  • Specification Writing.
  • Contract Negotiation.
Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA)

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Initiates, coordinates, manages, monitors, evaluates, and processes invoices for parking
    revenue control and parking management contracts.

  • Develop and coordinate procurement solicitations and specifications for parking contracts.

  • Review past County Audits of parking and revenue control contracts and ensure compliance with management responses and audit recommendations.

  • Prepare contract compliance evaluation reports and correspondence to service providers.

  • Analyze contracts and prepare statistical reports. Works with relevant departments and divisions to review and develop bid drafts, bid responses, status updates, RFPs, and any additional information requested to complete processes.

  • Prepare and/or review PeopleSoft requisitions for commodities and services. Assist in the development of the Parking budget for service provider contracts.

  • Prepare and submit County Board items associated with parking contracts.
    Performs related work as assigned.
