ABOUT THE DEPARTMENT


The Department of Resource Management consists of Air Quality Management District, Building, Environmental Health, and Planning Divisions.Through its four Divisions and the Community Education Section, the Department of Resource Management (DRM) is able to supply the public with a variety of important services and information. The functions of the DRM support the economic activities of the County, promote the health of its residents, and protect the natural environment in which these functions take place. The integrated nature of the DRM is structured to respond to this challenge through management of personnel and resources to fulfill target programs and service needs on an annual basis.


Each Division has a distinctly different orientation and range of responsibilities, yet this blend of skills and expertise allows the Department of Resource Management wide latitude and flexibility to respond to the needs of the County's residents and its visitors. This commitment to enhance public service delivery is consistent with the overall mission of the Department as described below:


"To manage and enhance the multiple resources of Shasta County through a balanced program of environmental oversight and public health."


The Planning Division serves as the land use information center for the County. The Division functions as a professional staff to the Board of Supervisors, the Planning Commission, and the Airport Land Use Commission. The Division is responsible for the maintenance and implementation of the County General Plan, the County Zoning Plan, and implementation of the California Environmental Quality Act (CEQA).


Planning Division staff is available to review and discuss questions relating to land use matters such as zoning, general plans, land divisions, and use permits, and to direct the public to other County and outside agencies that review Planning Division applications. The Planning Division maintains and/or hosts on-line copies of various County codes, regulations, and related maps which can be used for reference.


ABOUT THE POSITION


Under general direction, the GIS Analyst will perform a wide range of professional work in the management, design, implementation, maintenance, analysis, and training of Geographic Information Systems (GIS). This position works both independently and with other County staff and customers. This position works with a great deal of independence and responsibility in the completion of specialized GIS and software assignments and performs related work as required.


DISTINGUISHING CHARACTERISTICS


The GIS Analyst performs analysis of geographic information system data and application development. This is an advanced journey-level class. The GIS Analyst will work under the general direction of the Planning Division Manager to delineate, design, build, implement, maintain, and perform analysis of geographic information system data and application development. Incumbent oversees the mapping, addressing, and road naming for the Planning Division. The GIS Analyst will have strong interpersonal and communication skills and can explain procedures in writing or verbally to customers, the public at large, and County staff and officials. The GIS Analyst is differentiated from the IT GIS Analyst classification in that the latter supports the County as whole in a centralized IT department while the former performs duties specific to the Planning Division.


IDEAL CANDIDATE


The ideal candidate will be a positive, inquisitive, and resourceful individual who enjoys working with a team and is meticulously detail oriented with outstanding customer service, organizational, and project management skills. Must be an internally motivated and self driven individual who is passionate about understanding and interpreting data. Must be highly organized including excellent time and file management skills and the ability to manage competing priorities. A solid understanding of GIS principles and a prior working knowledge of GIS applications and software is essential to this position. Prior land use and/or natural resource related GIS project management and/or GIS data management and analysis experience is highly desired but not required.



This position requires the ability to handle a variety of functions related to GIS. Duties may include, but are not limited to, the following:


Utilize GIS to delineate, create, edit, maintain, and analyze the Planning Division’s maps and their corresponding database attributes; support a variety of Planning Division projects; prepare signs, posters, exhibits, and other visual aids as needed; administer the addressing and road naming procedures and policies for the Planning Division regarding the County’s buildings and roads; maintain Zoning and General Plan data for the Planning Division’s GIS; prioritize and assist management in developing addressing, road naming, GIS, and other division wide policies and procedures; data gathering, import, export, conversion, transformation, and feature extraction; geospatial data quality control, processing, standardization, and delivery; perform in-depth analysis of spatial data manipulation to create custom overlays and map production for support of critical decision making processes by staff; research, recommend, and maintain standard and unique hardware and software setup and configurations as needed to support staff GIS users; assist the Department of Information Technology in the creation and maintenance of web based mapping services and the development of mobile applications; create and maintain metadata and participate in ongoing development of metadata standards; design and develop complex GIS database models and templates; develop and maintain complex software applications individually or as a team member; coordinate, help, and/or provide training for staff; serve as GIS liaison to divisions within the Department of Resource Management and Planning Division point of contact for the U.S. Census Bureau; and respond to questions regarding addressing and road naming from the public and other outside agencies.

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:


Knowledge of: Software packages such as: ArcGIS Desktop, ArcGIS Pro, Spatial Analyst, Microsoft Office, SQL Server, and other GIS related software; planning land use principles and practices pertaining to land use and land development; basic cadastral mapping knowledge including the principles, techniques, methods, and nomenclature of geography, cartography, legal descriptions, map projections, coordinate systems, and coordinate conversions; set-up and configuration of GIS workstations and software; design, implementation, maintenance, and administration of enterprise tabular and spatial relational databases; mapping and plotting presentation exhibits and posters; research, documentation, entry, maintenance, and verification of spatial and attribute data; and analyzing, designing, organizing, scheduling and programming complex systems and developing project plans.


Ability to: Operate, set-up, configure, troubleshoot, and maintain GIS workstations, software, and peripheral equipment such as digitizers, GPS units, printers and plotters; perform research, documentation, maintenance, entry, and verification of spatial and attribute data; produce maps, reports and/or analysis to satisfy routine and special department request; analyze user needs and requirements to design, develop, test and implement GIS applications and web services; design, develop and maintain departmental enterprise spatial and attribute data; import, export, and transfer mapping and attribute data using the County network, Internet, or by other means; develop, coordinate, and deliver various levels of training; use internet-based tools for the delivery of Intranet/Internet mapping and database applications and services; establish and maintain effective working relationships with department staff, other County departments, other agencies, and the public; ensure that projects are completed on time and on budget; maintain accurate records and files; design and develop application software systems and mobile applications for efficient end user usage; communicate clearly and concisely, both orally and in writing; mentor others, lead through example and demonstrate dependability, reliability, consistency, flexibility and teamwork; and handle multiple tasks with shifting priorities.


MINIMUM QUALIFICATIONS


A GIS Certificate and/or the equivalent of a bachelor’s degree in GIS, Geography, Cartography, or related discipline AND at least three (3) years of full-time professional-level experience in operating, maintaining, and implementing automated mapping, geographic information systems, and/or application development.


Any combination of relevant education and work experience may be substituted as equivalent to a bachelor’s degree on a year-for-year basis.


SPECIAL REQUIREMENTS


Possession of a valid California driver’s license.


Depending upon assignment, an incumbent may need to regularly have access to and utilize a suitable personal vehicle in the course of business (mileage is reimbursed at the IRS rate). Proof of adequate insurance for the vehicle may be required.

Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 9.5% his/her pay to this plan or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
