About This Position

The City of Aventura is accepting applications for a full-time Personnel & Training Specialist in the Police Department. This role requires a high level of professionalism, independent judgment, and public engagement, along with strong administrative and clerical skills. Ideal candidates will be detail-oriented, proactive, and dedicated to supporting the department’s ongoing training and development efforts.

Responsible for strategic planning, facilitation/instruction, and documentation of training evolutions. Work also involves clerical and record maintenance functions. All work is performed in accordance with prescribed federal law, state law, city policy, record retention procedures, and departmental policies.

Employees in this job classification assume considerable trust and responsibility concerning the duties performed. The Training Specialist is responsible for establishing and maintaining a multi-year strategic training calendar.

The primary function of an employee in this position is to organize, schedule, coordinate, and monitor police department and community training activities and to verify police department payroll reports. The work involves analyzing, researching, and developing training courses independently or jointly with other law enforcement organizations. The work includes considerable public contact and routine research tasks.


Oversees the department's training functions, ensuring compliance for the department and each employee with statutory, accreditation, and policy-mandated training requirements.

Ensures that substantial training records and files are maintained in support of statutory requirements, accreditation standards, and departmental policies.

Conducts all CPR/AED trainings as needed and issues certifications to city personnel.

Inputs and verifies all police department payroll information daily, and is responsible for the transfer of all payroll information into the ERP system.

Receives and disseminates training announcements from outside entities. Coordinates registration, attendance, and other duties related to department members attending career development and different courses of instruction.

Coordinates training schedules in cooperation with employees’ supervisors.

Coordinates the certification, assignment, and activities of in-house training instructors. Prepares and/or coordinates preparation of lesson plans for in-house training activities.

Acts as department liaison with training providers. Responsible for monitoring the performance of academy recruits while in initial academy training.

Prepares, tests, provides feedback, and evaluates instruments related to department training.

Performs scheduling and coordination of achieving training objectives for trainees, instructors, and others.

Works with instructors to formulate and document remedial training plans to address substandard performance.

Markets and promotes internal and external training programs, courses, and schools to employees or law enforcement personnel.

Brief management on existing and proposed training programs to ensure the expectations and the needs of the agency are met.

Ensures that facilities, materials, and training supplies are scheduled and prepared for each class.

Continually updates and monitors the departmental training calendar to avoid lapses in mandatory training and conflicts.

Participate in the maintenance of the Police Department's Scheduling Software and other electronic database systems, processing personnel actions, and updating the Payroll/Human Resources system changes.

Prepare and/or deliver orientation programs, training programs, and other related presentations.

Assist in the preparation of recruitment plans, job announcements, and advertising strategies.

Review and evaluate applications and determine applicant eligibility.

Assist in the administration and scoring of examinations, assessment centers, and interview panels.

Ensure compliance with FDLE requirements and certifications for personnel and training files are met.

Conduct in-depth background investigations on potential new hires to include all initial outside contacts, building of files, and records checks.

Manages the police department's Automatic External Defibrillators (AEDs).

Maintain and operate the departmental/city identification and card access system.

Ensure that FDLE ATMS entries are completed on time and accurately.

Conduct off-duty and shift bids for all sworn officers.

Under general supervision, to perform human resources work in a variety of areas, including recruitment and selection; classification, compensation, and benefits; training; special programs; and to do related work as required.

Performs other duties as assigned or as may be necessary.


DESIRED MINIMUM QUALIFICATIONS

Education:

High School Diploma OR GED equivalent

Necessary Knowledge, Skills, and Abilities:

  1. Ability for self-direction and accountability to meet the training demands of the Police department.
  2. Knowledge of mandatory training requirements for all employee classifications as prescribed by statute, administrative rule, accreditation, agency policy, and environmental trends.
  3. Ability to communicate effectively orally and in writing.
  4. Ability to speak in front of groups.
  5. Ability to establish and maintain effective working relationships with peers and supervisors.
  6. Ability to follow and give verbal and written instructions.
  7. Proficiency in Word, Excel, and PowerPoint programs.
  8. Ability to learn the use of computer and database applications.

SELECTION GUIDELINES
Formal application, rating of education and experience, oral interview, and reference check, polygraph, drug screen, and other job-related tests may be required.

Preferred Knowledge of Tyler ERP, Armorlink, and In-time scheduling is recommended.
