About This Position

Job Summary
Within broad parameters and in accordance with general organizational requirements and accepted practices, provides strategic planning and administrative support, manages daily operations, stakeholder relationships, and supervises staff. Assists in planning, directing, managing, and overseeing day-to-day activities and operations of the Fire Department including fire suppression, emergency medical services, hazardous materials, rescue, training, accreditation, emergency management, and disaster preparedness. Participates in managing the development and implementation of departmental goals, objectives, and priorities for each assigned service area and development of tactical objectives to reach said goals. Recommends and administers departmental policies and procedures. Works with subordinate leaders to ensure department compliance with operational and safety standards. Assists in managing the day-to-day operations of the department to ensure continuity of operations between shifts and Administration. Works with the Chief of Training to ensure all personnel are trained and competent to execute all responsibilities consistently, effectively, efficiently, and safely with the department’s standard operating procedures for emergency services delivery. Works with the Chief Medical Coordinator to ensure compliance with technical, administrative, regulatory, or professional standards and guidelines related to the department’s medical program and delivery. Works with the Accreditation Manager to ensure compliance with all accreditation standards. Participates in special projects and strategic initiatives, including the development and implementation of the strategic plan and long-term strategic initiatives. Assists with grant writing, grant management, and budget development. Provides highly responsible and complex administrative support to the Fire Chief. Coordinates assigned activities with other departments and outside agencies. Supervises shift Assistant Chiefs, Chief of Training, Accreditation Manager and Chief Medical Coordinator. Works with the Fire Division Chief of Fire Prevention and Education and the Assistant Fire Chief of Administration to ensure the vision, mission, and goals of the Fire Department are met. Serves on special committees and task groups as assigned by the Fire Chief. Stays abreast of new trends and innovations in the field of fire suppression and training. Provides on-call support for major incidents, disasters, and special events. Serves as second in command to the Fire Chief and acts in his/her absence.

  • Lead and Manage Assigned Fire Department Operations: Provide the leadership necessary to meet the department’s current and long-range needs and goals. Assist in planning, directing, and coordinating through subordinate level staff and the Fire Department’s work plan. Assist in the day-to-day management of all Fire Department operations and activities including fire suppression, emergency medical services, hazardous materials response, rescue, training, accreditation and disaster preparedness. Collaboratively manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area. Lead department efforts to improve efficiency through work assignments, reassignments, process improvements, and reorganization efforts. Establish within department and City policy appropriate service and staffing levels. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and allocate resources accordingly. Assess and monitor workload, administrative and support systems, and internal reporting relationships. Identify opportunities for improvement, and direct and implement changes. Assign projects and programmatic areas of responsibility. Meet with key staff to identify and resolve problems. Direct assigned personnel and equipment at the scene of emergencies involving fire, all types of accidents, hazardous materials incidents, and lifesaving and rescue work. Ensure compliance within all divisions of all applicable laws and regulations, City and Department policies and procedures, and safety. Ensure daily compliance with all safety initiatives and procedures through subordinate managers.

  • Provide Strategic Planning and Administrative Support: Provide highly responsible and complex planning, project management, and administrative support to the Fire Chief. Assist the Fire Chief in the development and implementation of a comprehensive, strategic fire program. Develop tactical objectives to reach departmental strategic goals. Participate in facilities planning for the Fire Department to meet current and future needs of the community. Conduct and manage special projects as assigned by the Fire Chief, prepare special research reports and develop programs. Direct and conduct a variety of organizational studies, investigations, and operational studies. Recommend modifications to programs, policies, and procedures as appropriate. Assist in developing and administering policies and procedures. Ensure that department operations meet professional standards, local, state, and federal governmental regulations, worker safety and other applicable rules and requirements. Assist in directing disaster preparedness and other fire protection programs to minimize the loss of life and property within the community. Ensure fire personnel are developed and trained appropriately to prepare for succession planning within the agency. Assist with the department’s facilities, apparatus, and equipment maintenance program. Prepare and present staff reports and other necessary correspondence. Prepare and maintain special reports, letters, proposals, and records on department activities. Receive and evaluate a variety of documents, reports, and statistical information for the department. Participate in the department’s recruitment, selection, and promotional selection process. Assist the Fire Chief in managing the annual performance evaluations of all personnel. Provide administrative oversight and coordination support for all annual employee physicals. Assist with ensuring the Fire Department continues to meet both Insurance Services Office (ISO) and accreditation standards and compliance across all divisions. Ensure all Fire Department vehicles, apparatuses, and equipment are operational.

  • Assist with Budget Development and Administration: Assist the Fire Chief in the annual development and administration of the department’s operational and capital improvement budget. Participate in and approve the forecast of funds needed for staffing, equipment, materials, and supplies. Monitor and approve expenditures across assigned divisions. Oversee and control the purchasing of all fire related equipment and property, including communication equipment, computer equipment and safety equipment. Identify additional funding requirements. Ensure compliance of financial priorities as determined by the Fire Chief. Recommend budget adjustments as needed.

  • Administer Personnel: Assist the Fire Chief in leading the department for maximum team member productivity and morale through effective hiring, disciplining, mentoring, coaching, evaluating employee performance, investigating, and resolving grievances and other human resources actions. Manage and oversee, either personally or through subordinate supervisors, daily activities of assigned units. Supervise Fire Suppression Chiefs and staff, Chief of Training, Chief Medical Coordinator, Accreditation Manager and Administrative Assistant. Assign, coordinate, monitor, and evaluate work activities/assignments, providing counseling, coaching, and training. Direct or participate in the investigation and reporting of employee misconduct, making recommendations for improvement and disciplinary action as needed. Facilitate the resolution of employee concerns and problems. Participate in Public Safety Citizen Review Board hearings as required. Prepare annual performance evaluations on schedule.

  • Manage Stakeholder Relationships: Represent the Fire Department to other departments, elected officials, and outside agencies. Coordinate assigned activities with those of other departments and outside agencies and organizations. Participate on a variety of boards, commissions, and committees. Attend and participate in professional group meetings. Respond to and resolves difficult and sensitive citizen inquiries and complaints.

Job Requirements
  • Bachelor’s degree in business, fire administration, or a related field.
  • Over six (6) years of progressively responsible experience at a command level in Fire Services to include fire administration, suppression, fire prevention, emergency medical services, hazardous materials response, disaster preparedness, or related programs, services, and operations.
  • NIMS ICS or an NFA course meeting NIMS ICS (100, 200 & 700).
  • NIMS ICS-300 Intermediate & NIMS ICS-400 Advanced.
  • IFSAC/ProBoard Fire Instructor I.
  • IFSAC/ProBoard Fire Officer III.
  • Current CPR.
Preferred Qualifications
  • Master’s degree in business, fire administration, or a related field.
  • Chief Fire Officer (CFO) designation through the Center for Public Safety Excellence (CPSE).
  • IFSAC/ProBoard Fire Officer IV.
Driver's License Requirements
  • Valid South Carolina Class D Driver's License.

  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Participate in or direct the investigation and reporting of employee misconduct, making recommendations for improvement and disciplinary action as needed.
  • Provide highly responsible and complex administrative support to the Fire Chief.
  • Supervise assigned staff.
  • Obtain and maintain required certifications.
  • Respond to and assist in a variety of emergency and non-emergency situations.
  • Oversee station activities and assign company activities at emergency incidents.
  • Read, analyze, and interpret department policies, safety procedures, and general regulations.
  • Work with advanced mathematical methods in order to develop and administer the department budget.
  • Write policies, contracts, speeches, formal presentations, and/or technical and legal documents and correspondence.
  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
  • Utilize the following: protective equipment, automobile, radio, video equipment, pager, IAP worksheets, personnel accountability systems, tools and equipment used in fire suppression, technical rescue, and hazardous materials incident response.

Working Conditions
Primary Work Location: Fire stations, emergency and non-emergency incident scenes, training facilities, command vehicles, mobile command post, and emergency operations centers.
Protective Equipment Required: Self-Contained Breathing Apparatus (SCBA), turn out gear (coat, pants, and boots), gloves, helmet, safety glasses, steel toe shoes, air mask, and hearing protection equipment.
Environmental/Health and Safety Factors:
Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Weekly exposure to extreme temperature, wetness and/or humidity, respiratory hazards, noise and vibration. Rare exposure to mechanical hazards, chemical hazards, electrical hazards, fire hazards, explosives, communicable diseases, physical danger or abuse.
Physical Demands:
Constantly requires standing, sitting, walking, carrying, lifting, reaching, bending, twisting, fine dexterity, vision, hearing, talking, and foot controls. Medium strength demands include exerting 20-50 pounds occasionally, exerting up to 10-20 pounds frequently, or exerting up to 10 pounds constantly.
Mental Demands:
Frequently requires time pressures, emergency situations, frequent change of tasks, irregular schedule/overtime, performing multiple tasks simultaneously, working in a team environment, as an incident commander, in a noisy/distracting environment.
