This is a strategic growth leadership role focused on expanding mission-driven digital services within the U.S. federal health ecosystem, with a strong emphasis on the Department of Veterans Affairs. The position blends business development, market strategy, and deep stakeholder engagement in a highly specialized government contracting environment. You will operate at the intersection of federal procurement, healthcare modernization, and digital transformation, helping shape how outcomes-based contracting is defined and executed. The role is grounded in existing delivery credibility and trusted client relationships, allowing you to build on a strong foundation rather than starting from scratch. You will be responsible for identifying the right opportunities, shaping pursuit strategy, and ensuring alignment between growth efforts and delivery capability. - Drive strategic business development efforts across the VA and federal health ecosystem, identifying and pursuing high-value opportunities aligned with delivery capabilities.
- Build and maintain deep relationships with key stakeholders across VA program offices, including OIT, VHA, VBA, and related federal health agencies.
- Lead opportunity shaping efforts by leveraging delivery insights to identify expansion paths within existing programs and contracts.
- Evaluate and prioritize opportunities based on strategic fit, win probability, and alignment with delivery strengths and organizational values.
- Represent the organization at industry events, conferences, and government forums to strengthen market presence and partnership networks.
- Collaborate closely with delivery teams to ensure growth strategy is informed by real-world execution and client needs.
- Partner with proposals, contracts, and communications teams to support RFP analysis, solution development, and submission efforts.
- Manage and grow a disciplined pipeline focused on quality opportunities rather than volume-driven pursuits.
- Lead teaming and joint venture strategies with primes and partners, ensuring alignment with delivery and strategic goals.
- Contribute to pricing, negotiation strategy, and market positioning for federal health opportunities.
- 8+ years of experience in business development, partnership management, or strategic growth roles within government contracting, consulting, or digital services.
- Strong familiarity with the VA ecosystem, including how procurement, program offices, and digital health initiatives operate.
- Deep understanding of federal contracting mechanisms, including SDVOSB structures and government acquisition processes.
- Proven ability to build trusted relationships with senior government stakeholders and influence complex procurement outcomes.
- Experience working closely with delivery, contracts, and operations teams in a cross-functional environment.
- Strong judgment in opportunity qualification, with the ability to prioritize strategically and avoid misaligned pursuits.
- Excellent communication and executive presence, with the ability to lead high-stakes conversations and negotiations.
- Familiarity with agile delivery models and outcome-based contracting approaches is highly valued.
- Experience within VA, CMS, HHS, or similar federal health environments is strongly preferred.

- Competitive base salary ranging from approximately $180,000 to $230,000 USD.
