The Position:
Under general direction, supervise and oversee portions of the District’s Recycled Water and Cross-Connection Control program in accordance with State Water Resources Control Board’s Cross Connection Control Policy Handbook, Title 22 of the California Code of Regulations, the District Rules and Regulations, and the District’s Procedural Guidelines to assure a safe drinking water supply. The incumbent may be required to work standby on a rotational basis and report to work on a callback basis as needed. Standby assignments are at the discretion of the Recycled Water and Cross Connection Control Manager.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned management personnel. Exercises direct supervision over assigned staff. Provides technical and functional direction to lower-level staff.
DISTINGUISHINGCHARACTERISTICS
This is an experienced-level supervisor position responsible for portions of the District’s Recycled Water and Cross Connection Control program. The Recycled Water and Cross-Connection Supervisor supervises staff and directs the day-to-day oversight of a section of staff.Arranges for periodic hazard assessments of domestic, non-potable, and recycled water service connections in compliance with the Districts Cross Connection Control Management Plan.
Supervises Recycled Water and Cross-Connection Specialists that perform hazard assessments, install backflow assemblies on temporary construction meters and review test reports received for backflow prevention assemblies owned by customers.
Arranges for the inspection and testing of District owned backflow prevention assemblies.
Oversees the Cross-Connection Control Management Plan for other agencies as described in any agreement(s) with those agencies. Reports to management on any issues that arise.
Oversee the routine inspection, testing and site supervisor training for dual plumbed buildings as well as of new and existing recycled water irrigation sites. Maintain records of inspections conducted, testing performed and site supervisors trained.
Administers the notification of residential, commercial and industrial customers when annual backflow assembly testing and maintenance reports are due. Take appropriate action when test reports are not received within specified time limits as described in District’s Rules and Regulations
Maintains descriptive records of all backflow assemblies, with a record of all tests performed in compliance with State and District requirements.
Maintains records of test reports, correspondence, and notices sent.
Prepares periodic reports of hazard assessment activities.
Provides regular updates to Management regarding the activities within the Recycled Water and Cross-Connection group.
Promotes Cross-Connection Control principals and recycled water use through public relations, educational speeches, and private contact.
Administers files, correspondence, test reports, progress reports, etc. through the District's computerized cross-connection program.
Reviews all new non-residential service applications, building plumbing plans, and cross-connection surveys to determine if backflow assemblies are required and incorporate new accounts into the program.
Performs performance evaluations and recommends salary adjustments, promotions and disciplinary actions for assigned staff.
Trains Recycled Water and Cross-Connection Specialists on their duties and responsibilities including up-to-date regulations, the application of new regulations to the District’s program, and District systems.
Recommends to management any cross-connection management plan modifications including potential changes to the District's Rules and Regulations or Procedural Guidelines.
Stays apprised of City, County, and State plumbing codes and State and County regulatory agency requirements.
Stays apprised of plumbing codes that contribute to State regulations such as the International Association of Plumbing and Mechanical Officials (IAPMO) Uniform Plumbing Code. Recommends to management changes as appropriate.
Establishes and maintains a professional and cooperative working relationship with regulatory and other agencies.
May be required to work varying shifts, nights, weekends, holidays, overtime, on-call duty (Standby Program) and respond to callbacks and may be required to work on weekends and Holidays as needed for coverage. Incumbent may be required to work any of the District’s work schedules, including weekends and Holidays. Assigned work shifts may be changed from time to time at the discretion of the District.
Comply with safety work-related practices and attend relevant safety training.
Perform other related duties as assigned.
Disaster Service Worker: In accordance with Government Code Section 3100, Irvine Ranch Water District employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
High School diploma or equivalent with additional college-level courses in backflow prevention required. Technical/college level courses in water distribution or treatment desirable.
Experience:
Five (5) years of experience in the field of cross-connection control and at least three (3) years working with recycled water, including one (1) year in a lead or supervisory capacity.
License/Certifications:
- A valid Class C Driver's License is required.
- Backflow Preventive Device Tester Certification from a State Water Board-recognized certifying agency.
- AWWA Cross-Connection Control Specialist Certification.
- Water Distribution Treatment Operator Grade 1 or higher is required.
Knowledge of:
- Principles and practices of modern personnel management. Principles of leadership, supervision, and training. Correct English usage, including spelling, grammar, punctuation, and vocabulary.
- Basic hydraulic principles.
- Backflow application and installation requirements.
- Recycled water sites use design and installation requirements including dual plumbed building requirements, inspection and testing requirements and methodology.
Ability to:
- Communicate effectively with all levels of office/field employees and management.
- Represent District in a professional manner when dealing with regulators, the public and District’s customers.
- Explain, demonstrate and clarify to others within well-established policies, procedures and standards, as well as the ability to follow specific instructions and respond to simple and difficult requests from others.
- Communicate clearly and concisely, both orally and in writing.
- Proficient in the use of MS Office Suite (Word, Excel, and Access).
- Understand and able to work with mathematical concepts relative to on-site irrigation design using fundamentals of algebra.
- Use good personal judgment, clear verbal communication and discretion in performing all job functions.
- Participate in the management of a comprehensive compliance and monitoring program.
- Interpret and apply District, state, and local policies, laws, and regulations.
- Establish and maintain effective working relationships with those contacted in the course of work.
PHYSICAL DEMANDS
When working in the field, must possess the strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive hand movement in the performance of daily duties; to climb and descend ladders; to operate various equipment and tools; to operate a motor vehicle and visit various District sites; and vision to locate utilities and read printed materials. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to carry, push, pull, and lift materials and objects weighing 50 pounds on a routine basis. All of this in various weather conditions (hot, cold, rainy) and environments, often exposed to wet muddy conditions.
When working in an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
ENVIRONMENTAL CONDITIONS
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road/traffic hazards, vibration, dust, air contaminants, with exposure to possible levels of unknown concentrations, malodorous, chemical or other materials in the field.
