This position performs complex work in planning, organizing, and directing the architecture, business analysis, design, implementation, maintenance, modification, and management of the Geographic Information System (GIS) network; does related work as required. Work is performed independently under the general supervision of the Application Services Manager.


Essential Functions

  • Provides architectural support to enterprise GIS Administrator.
  • Supports GIS Administrator in maintaining comprehensive computer database for City-wide implementation of geographic information systems.
  • Manages GIS related workflows City-wide.
  • Assists GIS Administrator in managing ESRI products, databases, GIS web services, and training services.
  • Assists and oversees GIS system users; meets with customers to define data needs.
  • Serves as the City-wide GIS business analyst/project leader for GIS application development projects.
  • Develops and implements complex queries to filter data and simple scripts to automate standard tasks that may be used by others.
  • Uses software and tools to integrate multiple specialized databases and layers from a variety of sources, including aerial photography, for analytical purposes.
  • Converts non-GIS formats into usable GIS data to support terrain, topographic, hydrologic, or time-sequenced event analyses.
  • Assists in preparing requests for proposals, bids, contracts, and service agreements for GIS software, equipment, and consulting services.
  • Operates, maintains, troubleshoots, and supports specialized GIS equipment such as large format printers and scanners.
  • Manages user logins, backups, archives, SDE loading and tuning, patch management, troubleshooting, and data sharing.
  • Performs other duties as assigned.

Education and Experience:

A Bachelor’s Degree in computer science, information systems, or related field, GISP Certification, and six years of experience in GIS design and implementation.

Knowledge, Skills and Abilities:

  • Extensive knowledge of Geographic Information Systems.
  • Thorough knowledge of database maintenance and administration of Microsoft SQL Server.
  • Thorough knowledge of the operation, uses, and capabilities of data processing equipment.
  • Thorough knowledge of systems analysis, programming, and networking.
  • Thorough knowledge of the functions and operations of City departments.
  • Thorough knowledge of ESRI Desktop, Mobile, Web, Server suites, ArcGIS, and ArcFM.
  • Knowledge of personal, file, and SDE geodatabase creation, implementation, versioning, maintenance, georeferencing layers, data conversion, grid storage, compression, distribution, spatial, and network analysis.
  • Skill in engineering, geography, planning, automated drafting, mapping, and/or in the automation and maintenance of a GIS database.
  • Skill in the use of data processing equipment.
  • Ability to determine contour interval, trace contours, planimetric features, and topographical details for transfer to computer files.
  • Ability to use basic global positioning satellite equipment and software.
  • Ability to read and understand documents conveying land ownership.
  • Ability to use cartographic techniques in the production of maps.
  • Ability to understand and carry out written and oral instructions.
  • Ability to establish and maintain effective working relationships with City officials, executive management, associates, and vendors.

Physical Demands

The work is medium work requiring the exertion of 50 pounds of force or more occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; and a negligible amount of force frequently or constantly to move objects. Additionally, the following physical abilities are required:

  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Manual Dexterity: Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.
  • Hearing: Required to perceive informationatnormalspokenwordlevels,andtoreceivedetailedinformationthroughoral communications and/or to make fine distinctions in sound.
  • Visual Acuity: Required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
