  • Summary:

    The Learning and Talent Development Technical Specialist designs, implements, delivers and evaluates employee training programs that develop workforce capability, strengthen technical competency and improve organizational performance. This position supports learning and talent development initiatives including onboarding, career development, leadership and professional development, apprenticeship coordination, licensing and certification support, and cross-training, while also providing hands-on and theoretical technical training for Operations and Maintenance employees. The role works closely with departments, supervisors and subject matter experts to assess training needs, create curriculum and training materials, coordinate schedules, track completion and evaluate program effectiveness.

    Essential Duties & Responsibilities:

  • Develop and implement learning and talent development strategies using adult learning methods.
  • Coordinate with various departments to schedule relevant employee training, including technical and non-technical programs.
  • Support the overall AlexRenew Apprenticeship program, including coordinating instructors, schedules, employee registration, completion tracking and related learning activities.
  • Assess training needs and feedback to improve programs related to leadership and career development, mentor development, knowledge transfer, change management, onboarding, technical training and cross-training.
  • Assist employees with preparing for licensing and certification exams by providing one on one mentoring, coaching and customizing training to individual needs
  • Maintain accurate and up-to-date training data in ADP Workforce Now employee Talent Profile and Learning module, learning management systems and related tracking tools.
  • Evaluate feedback, analyze training results and recommend improvements as required.
  • Recommend, create, coordinate and update training materials, job aids, presentations, assessments and learning resources to continuously improve course content and delivery techniques.
  • Serve as a hands-on and theoretical trainer for assigned Operations and Maintenance training topics, including one-on-one, small group and recurring training sessions.
  • Support technical training related to operations, maintenance, facilities, process modules, SOPs and other assigned training materials to ensure content reflects current operational conditions.
  • Organize and maintain training materials and technical resources in SharePoint or other approved systems so files are accurate, accessible and available as needed.
  • Identify appropriate subject matter expert trainers and coordinate delivery of technical and non-technical training programs.
  • Develop links between individual training, learning plans and talent development plans; assess participants for knowledge and behaviors learned and applied.
  • Support relationships and contracts with external training vendors for technical and non-technical resources.
  • Initiate own daily assignments, follow through on matters of concern and use independent judgment to take appropriate actions.
  • Back up the Learning and Talent Development Manager, and Learning and Talent Development Specialist as needed.
  • Actively promotes safe behaviors and health awareness in the execution of daily tasks.
  • Perform other duties as assigned.
  • Qualification Requirements:

    Education and/or Experience:

  • Bachelor’s degree in business, human resources, education, training, organizational development or related field preferred; completion of two (2) years of college or equivalent technical training may be considered with relevant experience; or combination of education and experience.
  • Five (5) years’ experience in learning and talent development, human resources, technical training, wastewater operations or maintenance training, or a combination of education, training and experience desired.
  • Experience designing, coordinating and delivering adult learning programs, including classroom, hands-on, one-on-one and group training.
  • Virginia Wastewater Works license, ABC Plant Maintenance Technologist certification, SHRM-Certified Professional (CP), ATD-Certified Professional in Talent Development (CPTD), or related certification preferred.
  • Organization skills, ability to organize data and plan, to work autonomously while prioritizing and multi-tasking several assignments; project management skills and ability to effectively balance multiple projects.
  • Analytical thinking, ability to conduct research and analyze various forms of data to support learning strategies and training improvements.
  • Problem-solving skills, ability to troubleshoot and devise alternative strategies.
  • Attention to detail, ability to manage staff-related training data, technical content and program documentation accurately.
  • Interpersonal skills, ability to influence and help others develop and grow.
  • Collaboration and communication skills, ability to actively engage and collaborate with all staff, supervisors, subject matter experts and external consultants.
  • Must have a strong work ethic, a can-do attitude, the desire to be a team player, be proactive and suggest ideas for easier processes and improved efficiency.
  • High degree of professionalism includes the ability to handle sensitive/confidential material.
  • Strong computer skills including working knowledge of human resources management systems, learning management systems, ADP Workforce Now, SharePoint, content creation software and intermediate to advanced Microsoft Office Suite.
  • Good to excellent writing skills and ability to use various written communication tools.
  • Knowledge of adult learning principles including how to successfully train, facilitate and present.

While performing the duties of this job, typical of office work, includes lifting up to 10 pounds, and minimal pushing or pulling.

    Work Environment:

    The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Environmental conditions necessitate following strict safety guidelines and use of Personal Protective Equipment. While performing the duties of this job, the employee performs work indoors in a climate-controlled environment, with outdoor trips between buildings.
