Epsilon Systems Solutions Inc. has a current opening for a full-time EHS Manager in National City, CA.

Summary: Directly reports to the Sr. Manager QA&EHS. Provides all environmental, health and safety compliance oversight for Epsilon Systems Solutions, Inc. for California and Hawaii and other work locations as assigned. Manages and Coordinates Ship Repair Sector (SRS) EHS training program and oversee maintenance of Training Records Database at the California and Hawaii locations. Participates to write/update and/or review environmental, health, safety procedures and training material for trades for SRS under the direction of the Sr. Manager QA&EHS. Work with all customers to remedy any related EHS matters and build customer relations.

Supervisory Position: Supervises and provides direction to the EHS Administrator and EHS Technician positions on their daily assignments.

Responsibilities:

  • Provides management oversight, and career development of production trades related to environmental, health and safety requirements.

  • Manages Project Safety inspections and assessments where requirements cannot be met by trade safety representatives.

  • Manages the Injury/Illness reporting and maintenance of the internal log of injury/illness reporting.

  • Works with Human Resources with workers compensation claims, Manages the OSHA 300 Log and reporting requirements.

  • Manages the inspection and monitoring of work performed on government and commercial work items, specializing in Hull, Mechanical and Electrical Inspections for environmental, health and safety compliance.

  • Manages the reviews work packages prior to start-work for completeness, accuracy and compliance with technical specifications and customer requirements related to environmental, health and safety requirements.

  • Assists QA to establish EHS requirements for basic Test and Inspection Plans for projects.

  • Manages/Performs in-process work surveillances, safety surveillances and conducts final work-package review after work-completion for EHS related required OQE.

  • Manages/Prepares Corrective Action Requests, and Preventative Action requests as related to production work to ensure compliance with established policies, procedures and work instructions.

  • Assists QA for Supplier evaluations related to EHS requirements.

  • Assists Program Managers, Project Managers, and Supervisors/Foreman in the understanding of NAVSEA Standard Item and other customer related requirements to ensure work is conducted accurately and safely.

  • Assists in the development of written procedures and training for environmental, health, safety and quality for Hull, Mechanical, and Electrical Trades work and tasks

  • Manages the creation of Job Safety Analysis/Job Hazard Analysis for the work sites

  • Monitors compliance with company Environmental, Health and Safety Management Systems, Workmanship standards and Customer requirements.

  • Manages coordination, collection and removal of all HAZMAT.

  • Defines EHS related test standards and specifies test equipment associated with requirements established in test and inspection plans.

  • Schedules and assigns environmental, health and safety inspections, audits and surveillances as directed by the Sr. Manager QA&EHS.

  • Performs audits and evaluations of Suppliers/Subcontractors for environmental, health and safety.

  • Works with customer environmental, health and safety representatives to coordinate inspection and acceptance activities.

  • Reviews environmental, health and safety control requirements with customer representative to assure compliance with requirements.

  • Reviews contractually required environmental, health and safety documentation for accuracy and completeness for project/job/contract completion.

  • Manages maintenance of all required environmental, health and safety records and documentation.

  • Manages monitoring/testing of workplaces as necessary for environmental/health hazards.

  • Verifies availability and monitors use and maintenance of safety equipment.

  • Reviews safety‑related work refusals and determines whether the reported hazard constitutes a valid risk.

  • Maintains all required environmental records and documentation.

  • Develops, schedules, and coordinates emergency response drills to ensure workforce readiness and regulatory compliance.

  • Prepares or reviews specifications or orders for the purchase of safety equipment, ensuring that proper features are present and that items conform to health and safety standards.

  • Manages performance of accident investigations to help determine Root Cause and Corrective Actions.

  • Performs data metrics for all environmental, health and safety related information.

  • Coordinate assignments for EHS Administrators and EHS Technicians

  • Perform other duties as assigned by the Sr. Manager QA&EHS.

Requirements:

  • High School Diploma or Equivalent.

  • 15 years’ waterfront environmental, health and safety management experience on civilian contractor NAVSEA contracts.

  • Knowledge and fully understanding of Environmental, Health and Safety and NAVSEA Standards for shipboard work.

  • Knowledgeable in shipyard, maritime, and commercial work practices, environmental, health and safety, Metal-work and contracting methods.

  • Knowledge of Navy ship repair processes and procedures.

  • Knowledge of OSHA Regulations for Shipyard Employment, NAVSEA Standard Items, Joint Fleet Maintenance Manual (JFMM), NAVSHIPS Tech Manuals (NSTM), and DOD Standards, Military Specifications, Performance Standards, and other customer related specifications and standards

  • Knowledgeable in all aspects of workplace environmental, health and safety.

  • Ability to read, write, speak and clearly communicate in English.

  • Must be able to physically access shops, small crafts, and confined spaces within the shops and crafts.

  • Ability to obtain and maintain access to military and government installations and private shipyards.

Preferred Requirements:

  • Bachelor’s degree in a related field with at least 10 years’ waterfront environmental, health and safety management experience on civilian contractor NAVSEA contracts.

  • Bachelor’s degree may be substituted with an Associate’s degree in a related field with at least 12 years’ waterfront environmental, health and safety management experience on civilian contractor NAVSEA contracts, OR 6 years’ military service with specialized training and certifications in environmental, health and safety with at least 10 years’ waterfront environmental, health and safety management experience on civilian contractor NAVSEA contracts.

  • Environmental, Health and Safety related training and certifications, OSHA Authorized Maritime #7615 Trainer.

  • Completed the initial training for Competent Persons by utilizing a National Fire Protection Association (NFPA) Certified Marine Chemist or NFPA Instructor.

  • Completed the OSHA 5410; Occupational Safety and Health Standards for Maritime Industry or NAVSEA Approved equivalent.

  • Completed the OSHA 3095; Electrical Standards or NAVSEA Approved equivalent.

  • Completed the OSHA 3115; Fall Protection or NAVSEA Approved equivalent.

  • Completed the OSHA 521; OSHA Guide to Industrial Hygiene or NAVSEA Approved equivalent.

Pay Range:

The pay range for this role is $89,862 to $121,578 annually. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.

ADA Notations: Work may be performed in confined spaces, noisy environments, heavy industrial conditions, high traffic areas, office environment, meeting rooms and multiple locations; also, in outside conditions ranging from extreme heat to extreme cold.
