Job Description:
Are you passionate about helping families achieve self-sufficiency while supporting the healthy development of children? The City of Chesapeake is seeking a dedicated Child Care Specialist I to provide family-focused services to income-eligible families. In this role, you will empower parents with the tools, knowledge, and support needed to make informed child care decisions while ensuring the safety and well-being of their children.
Key Responsibilities
- Conduct interviews to determine and re-determine financial and non-financial eligibility for child care services.
- Complete strength-based assessments and develop individualized service plans that support families’ goals toward economic independence.
- Provide consumer education on quality child care indicators, licensing requirements, and monitoring tools for evaluating child care providers.
- Assist families with navigating available tools to access provider inspection reports and improve provider-parent communication.
- Prepare and manage service authorizations, negotiate vendor fees, and confirm provider availability.
- Maintain accurate case records and documentation in the Virginia Case Management System (VaCMS); generate reports as needed.
- Conduct child care provider visits to build partnerships, ensure policy compliance, and connect providers with resources to enhance quality of care.
- Represent the department in internal and external workgroups, meetings, and collaborative initiatives.
- Perform general administrative tasks including data entry, correspondence, filing, and customer communication.

Required Qualifications:
VOCATIONAL/EDUCATIONAL REQUIREMENT:
Requires any combination of education and experience equivalent to an associate degree in early childhood development, business, psychology, sociology, accounting, or a closely related field.
EXPERIENCE REQUIREMENT:
In addition to satisfying the vocational/education standard, this class requires a minimum of one year of related, full-time equivalent experience.
SPECIAL CERTIFICATIONS AND LICENSES:
Requires a valid driver’s license and a driving record that is in compliance with the City’s Driving Standards.
SPECIAL REQUIREMENT:
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
