Overview

In this position, you will play a critical role in conducting security operations at an Esri Regional Office in accordance with 32 CFR Part 117 (NISPOM), Intelligence Community Directives (ICD series), and other government contract requirements and regulations. You will provide day-to-day security administration and management, lead self-inspections and Government assessments, help guide employees and ensure compliance with all government and company security regulations. This position reports to the Corporate FSO/CSSO in Redlands, CA and will communicate daily with US government counterparts, Esri management and program personnel, and work closely with other industrial security team members.

Responsibilities

  • Administer day-to-day security operations of the Industrial Security program with support from Corporate management, supporting a security program that enables the business while complying with Government regulations
  • Support both collateral level DoD programs and special access programs for various Government agencies
  • Possess the confidence to make critical security decisions while working closely with Corporate management to implement security procedures that will prevent unauthorized access to company and government facilities and information
  • Conduct security self-inspections, apply risk mitigation methodologies, support government customer assessments, and implement security measures to meet requirements
  • Develop, maintain, and update company policies and procedures according to 32 CFR Part 117 (NISPOM), DD254s, and contract requirements
  • Enforce security plans, procedures, and instructions
  • Maintain facility clearance status in NISS and work with DCSA on required program and personnel documentation (KMP, self-inspections, SEAD 3 Reporting, and more)
  • Manage Physical Security of multiple local facilities in compliance with DCSA and ICD 705 requirements
    • Administer day-to-day facility administration and management, including Intrusion Detection System (IDS) and Access Control process and procedures, guard service supervision, as well as new construction plans as necessary
    • Maintain multiple facility certifications and accreditations
    • Work with Government customers to maintain Co-Use/Joint Use Agreements
  • Assist with the Personnel Security program and administer security clearance/access processes for new/existing employees, subcontractors, and consultants
    • Maintain security files, clearance submission/initiations, indoctrinations, reporting, debriefs; daily use of personnel clearance data systems (DISS/NBIS, SWFT and other Agency systems)
    • Guide employees through e-QIP/eAPP, including professional review of form SF86 prior to submission
    • Understand specific Government personnel process and procedures
  • Investigate and conduct security incident inquiries
  • Manage document control accountability and dissemination
  • Ensure maintenance and accountability of classified government-furnished information and equipment
  • Assist with preparation and compliance of DoD 5220.22-M, Contract Security Classification Specification (DD254) and subcontractor management
  • Track status of contracts/programs/personnel and provide updates to Leadership
  • Support proposals and project work in relation to security needs
  • Provides timely response to client requests for information
  • Maintain and coordinate excellent working relationships with government customers
  • Work closely with ISSM to ensure compliance with information system requirements
  • Assist with Security Awareness Program and Insider Threat Program
  • Work closely with Corporate FSO/CSSO, HR, Esri management, program management, program personnel, and industrial security team members
  • Manage COMSEC account
  • Ability to interpret company and government security policies and apply them to program operations
  • Ability to adapt and be flexible to company needs and new business
  • Self-starter with ability to work independently, customer service oriented, and operate as a team player
  • Promote interaction and communication within the industrial security team, other Esri company personnel, subcontractors, and Government agency personnel
  • Commitment to security - creating and delivering the highest value to customers

Requirements

  • 10+ years of professional experience in a similar position, supporting similar responsibilities exemplify
  • Professional experience conducting special access and industrial security operations for the US DoD or US Intelligence Community
  • Experience as a certified FSO
  • Professional experience as a CSSO (or CPSO)
  • Thorough working knowledge of the NISPOM, ICDs, associated Executive Orders, and Security Executive Agent Directives (SEADs)
  • Significant experience with the DISS/NBIS, NISS, SWFT, eQIP/eAPP
  • Knowledge of OPSEC procedures and application of OPSEC to Sensitive Government information (FOUO, CUI)
  • Possess and maintain an active Top Secret security clearance with SCI eligibility and current polygraph
  • Bachelors Degree in Criminal Justice, Business Administration, Information Systems, or related field

  • Relevant Professional Memberships (NCMS, ISWG, and more)
  • Experience with ICD 503 Risk Management Framework process
  • Master`s Degree in Criminal Justice, Business Administration, Information Systems, or related field

A reasonable estimate of the base salary range is
$93,600—$158,080 USD
